The Mission & Installation Contracting Command (MICC), Fort Bragg, NC intends to solicit for multiple Blanket Purchase Agreements (BPA)’s, up to ten, for supplies under North American Industry Classification System Code (NAICS) 333415: Air Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing. The small business size standard for this industry is 1,250 employees. The Vendor shall provide HVAC supply provide parts, component supplies and equipment items for the Department of Public Works on Fort Bragg, NC. The solicitation will be issued to vendors who initially responded to the Sources Sought Synopsis associated with this pre-solicitation, W9124720QHC01, posted June 3, 2020. BPAs will be evaluated annually and may remain in place for up to five years. When establishing these BPAs the Government will consider: Socio-economic status; past performance, where past performance information exists; and technical capabilities. As prescribed in FAR 52.204-7, interested parties must be registered and current in the System for Award Management (SAM), representations and certifications must also be on record. These registrations can be done through the System for Award Management (SAM) for free at http://www.sam.gov/portal/public/SAM/. SAM registration must be complete prior to entering into a BPA. The U.S. Government desires to procure Fort Bragg’s DPW – Blanket Purchase Agreement Program for HVAC Supplies, provided two (2) or more qualified small businesses respond to this sources sought synopsis with information sufficient to support a set-aside. Be advised that the U.S. Government will not be able to set aside this requirement if two (2) or more small businesses do not respond with information to support the set-aside. The government intends to award up to ten (10) Blanket Purchase Agreements for HVAC Supplies and we encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price. The Small Business Size Standard, which is the maximum number of employees a concern may have and still qualify as a Small Business for Federal Government Programs, is 1,250 Employees for NAICS Code 333415. A continuing need is anticipated for Fort Bragg’s DPW – Blanket Purchase Agreements for HVAC Supplies, which is currently being fulfilled through ten (10) Blanket Purchase Agreements. This Blanket Purchase Agreement program will have individual Calls issued above the micro-purchase threshold, for supplies, not to exceed $25,000. This is a market research method to determine interested sources prior to issuing the solicitation. Anticipated ordering period will be five (5) years. In response to this sources sought, please provide: 1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business type(s), certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.); 2. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination; 3. Identify how the Army can best structure these contract requirements to facilitate competition by and among small business concerns; 4. A brief Statement of Capability (no more than five (5) pages); which demonstrates the ability to meet the requirements specified in the Statement of Work(s) (SOW), and includes any Past Performance information on Government contracts of similar size and scope; and 5. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. The Government does not anticipate providing individual responses to contractor inquiries; however, the Government will review and consider all comments for possible use in the development of any upcoming Solicitation for Fort Bragg’s DPW – Blanket Purchase Agreement Program.
