(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.603, as supplemented with additional information included in this notice. (ii) This solicitation document, W91247-19-Q-0005, is issued as a Request for Quote (RFQ). (iii) This solicitation document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-100, effective 22 Aug 2018, and Defense Acquisition Circular DPN 20181001, effective 01 Oct 2018. (iv) This requirement will be set-aside for Small Businesses. The North American Classification System (NAICS) code 721110 with a small business size standard of $32.5M. This solicitation is issued under Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. (v) Provision at FAR 52.212-1, Instruction to Offerors - Commercial Items, applies to this acquisition. ADDENDUM 52.212-1 INSTRUCTIONS TO OFFERORS COMMERCIAL ITEMS. All questions pertaining to the solicitation shall be submitted in writing no later than, Wednesday 13 March 2019 not later than 12:00 p.m. EST. If the Government responses to technical questions affect the requirement, an Amendment to the solicitation will be issued. 1. This is an ALL or Nothing requirement. Quoters must be able to provide all required services to be considered responsive. Additionally, Offerors are expected to submit a TOTAL QUOTE with technical specifications for each service that will accomplish the objectives described in this solicitation. Vendor may be required to submit additional information/specifications regarding any items submitted. 2. POINT OF CONTACT. The Offeror must submit a proposed unit price and amount for each CLIN listed in the solicitation. Quotes submitted must clearly identify the corresponding CLIN for each item priced as well as each item's unit price and quantity. A total price of all items shall also be included. 5. The Offeror shall incorporate all appropriate discounts in their quote that are applicable to this solicitation. 6. Quotes shall be good for at least 60 days after submittal. 7. Contract Type: Firm-Fixed Price (FFP) 8. Current SAM Registration is required. 9. The acceptable method of submitting quotes is via Email to Oneisha Pickard at oneisha.s.pickard2.civ@mail.mil and Eliud Temblador at eliud.temblador.mil@mail.mil by the closing date and time identified in the solicitation. 10. Award will be made to the Offeror on the basis of the lowest evaluated price that meets the specifications in solicitation W91247-19-Q-0005. (vi) Provision at FAR 52.212-2, Evaluation Commercial Items, applies to this acquisition. The Government will evaluate offers in response to this request in accordance with FAR Part 13.106 procedures. (a) The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes: (ii) Price. Price will not be scored or rated. Evaluation of price will be performed using one or more of the price analysis techniques in FAR 13-106(2). Through these techniques the Government will determine whether prices are reasonable and complete. (b) Options. Not Applicable (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
