Synopsis SYNOPSIS -IFB SB Set-aside Document Type: Pre-solicitation Notice Classification Code Z- Maintenance, Repair or Alteration of Real Property Set Aside: Small Business NAICS Code: 237310- Highway, Street, and Bridge Construction The USPFO for Nebraska intends to issue an Invitation for Bid to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the removal and replacement of the running track and construction of a fitness testing area. The track will be ¼-mile long, measured 14" from the inside edge of the track. The track will not be striped, with the exception of the inside line which will demarcate the ¼'mile length. The track and fitness testing area will be a base layer of asphalt topped with a ½-inch layer of resilient rubber track surfacing. The pad and the resilient surfacing for the fitness testing area will be a bid option. The resilient rubber track surfacing will be a bid option. The area within the track will be graded with a crown to promote drainage and will be seeded under base bid. To assist with drainage, a series of area inlets will be constructed within the inside edge of the track to collect runoff and direct it to swales around the outside of the track. Under bid options, the area within the track will be sodded and equipped with an automatic irrigation system. Supply for the Irrigation system would come from an existing main along Northwest 24th Street. The water supply line for the irrigation system will be constructed during the parking lot project and will be capped near the track at the irrigation system point of connection. Unique Project Requirements: -Two sidewalks will be constructed to connect the track to the main parking lot. -At edges of track and fitness testing pad, concrete curbs will be constructed. Asphalt will be placed within concrete curbs, then asphalt and curbs will be topped with rubber Surfacing. The electrical scope of work includes pole lighting around the new track as a bid option. The lighting will be installed on the perimeter of the track. The lighting will be powered from an existing panel/control installed under a separate project. The contract duration is 180 days after Notice to Proceed (NTP). This project is 100% Small Business Set Aside. The North American Industry Classification (NAICS) Code is 237310, with a size standard of $36,500,000. The magnitude is between $500,000 and $1,000,000. Your attention is directed to FAR CLAUSE 52.219-14 (b) (4) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project. The tentative date for issuing the solicitation is on-or about 13 March 2019 but could be sooner and the solicitation will be out for 30 days. The tentative date for the pre-bid conference is on-or about 20 March 2019, 10:00AM CST, location will be in solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference and questions due to the government will be posted in the solicitation. The bid opening date is scheduled for on-or about mid-April 2019. Contractors who do not already have a MPIN are advised that the normal processing is 7 to 12 business days to obtain a MPIN password that will give them access to the plans and specifications, which are located in the controlled access location on FBO. Bidders/offerors cannot log into the FedBizOpps home page and search for data.
