This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. W91243-22-Q-RD01 is being issued as a Request for Quote (RFQ). This combined synopsis/solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06 Dated 26 May 2022. This is set-aside for small business with the NAICS code of 611699, $12,000,000.00. One line item: CLIN 0001: Non-personal services contract to provide Region VII EXEVAL Structural Collapse Venue Site (SCVS) support; and provide and manage contractor role players, moulage and weighted manikins according to the PWS dated 19 January 2022, Quantity of 1 each. Exercise Dates will be 02-05 November 2022. Location will be at 785 County Road J, Yutan, Nebraska 68073. Questions are due by 25 July, 2022. Evaluation Process: Offeror quotes shall be evaluated under FAR 13.1062(b) – Evaluation of Quotations or Offers. Therefore, the Government is not obligate to determine a competitive range, conduct discussions with all contractors, solicit final revised quotes, and use other techniques associated with FAR Part 15. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price Offeror will provide one quote for CLIN 0001. Past Performance Provide three (3) references of work, similar in scope and size, with the requirement detailed in the Performance Work Statement. INFORMATION: This Sources Sought Notice is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition. The information provided in response to this notice will assist the Government in determining the extent of the small business and socio-economic market. The primary type of work will include Structural Collapse Venue Site support; and provide and manage contractor role players, moulage and weighted manikins to support the Nebraska Army National Guard CERFP Region VII EXEVAL. Any resulting solicitation will be issued under the North American Industry Classification System (NAICS) code 611699 and size standard is $12.0 million. 2. PROJECT SCOPE: This is a possible future requirement for Structural Collapse Venue Site (SCVS) reset, role players, moulage and weighted manikins. These services are needed to support the Nebraska CERFP Region VII EXEVAL. A draft Performance Work Statement (PWS) is attached. This PWS is a draft. The Government retains the right to adjust/alter/change it at any time. 3. SUBMISSION REQUIREMENTS: all interested firms shall complete the Sources Sought Information Request Form and submit it via email to reid.j.dalton.civ@army.mil. Submissions shall be received by 10:00 AM, Central Standard Time, 21 July 2022. This request for information is only for market research purposes.
