This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. W91243-22-Q-JC02 is being issued as a Request for Quote (RFQ). This is a combined synopsis/solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04 Dated 30 January 2022. This requirement is not being set-aside for small businesses. One line item: CLIN 0001: Facility Rental in accordance with attached Requirements Description. Period of Performance will be 17 June 2022 through 1 July 2022. Location will be within the city limits of Lincoln, NE. Questions are due by 1:00 PM local time for Lincoln, NE on 7 April 2022. Evaluation Process: Offeror quotes shall be evaluated under FAR 13.106-2(b) – Evaluation of Quotations or Offers. Therefore, the Government is not obligated to determine a competitive range, conduct discussions with all contractors, solicit final revised quotes, and use other techniques associated with FAR Part 15. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price Offeror will provide one quote for CLIN 0001. Ensure your representations and certifications are complete in the System for Award Management (SAM, https:/www.sam.gov). Otherwise, you will need to fill out solicitation Clause 52.212-3. Vendor Responsibility A determination of the vendor’s responsibleness will be made by reviewing Government acquisition websites. Technical: The offeror’s quote shall be evaluated to determine if the vendor has the facilities and capability to meet the customer’s requirements outlined in the requirements description. Applicable Provisions and Clauses: See Attached. 52.212-2; Evaluation--Commercial Items – Award will be based on “BEST VALUE” to the government. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Price Technical Vendor Responsibleness (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
