All further amendments and notices relating to this acquisition can be found under solicitation number W9123819B0018.*** The U.S. Army Corps of Engineers, Sacramento District is issuing this announcement for a Firm-Fixed-Price Design-Bid-Build Construction contract for Military Ocean Terminal Concord (MOTCO) Roads Repair/Renovations at MOTCO, Concord, CA. The Government anticipates a solicitation for this requirement to be issued as an Invitation for Bids (IFB) under a Small Business. Once issued, please review the Statement of Work and all attachments in Solicitation number W91238-19-B-0018, which will be issued electronically in accordance with FAR 4.502 and 5.102. Vendors wishing an electronic copy may download it from www.fbo.gov on or about 26 July 2019. The NAICS code for this requirement is 237310, "Highway, Street, and Bridge Construction ", with a small business size standard of $36.5 million. The PSC for this requirement is Y1PZ. In accordance with FAR 36.204(f), the magnitude of this requirement is between $1 million and $5 million. A pre-bid site visit will be scheduled at the time of IFB issuance. All prospective vendors are required to register at the System for Award management (SAM) website-www.sam.gov. The Federal Government cannot award a contract to any vendors not listed in SAM. PROJECT DESCRIPTION This project is located at Military Ocean Terminal Concord at Concord, CA in the County of Contra Costa. Work under this project includes repairs of White Road West, White Road Center, and Johnson Road at MOTCO. General Scope of Work White Road West: This work will consist of full depth reconstruction of White Road West for a distance of approximately 2,570 LF. White Road West is a designated Non-Terex Route. This work includes, but is not limited to, UXO/MEC Clearance, locating existing utilities, milling existing 4" Asphalt Concrete Pavement and 18" Aggregate Base, removing existing soils, grading and compaction, placing 4" Asphalt Concrete, 12" Aggregate Subbase Course, 12" Aggregate Base Course, installing Geotextile Fabric, 2 FT wide Aggregate Shoulders, Traffic Signs, Pavement Markings and Symbols, and Line striping. White Road Center: This work will consist of full depth reconstruction of White Road Center from approximately Anderson Road to Christenbury Road for a distance of approximately 1,310 LF. This work includes, but is not limited to, UXO/MEC Clearance, locating existing utilities, milling existing 6" Asphalt Concrete Pavement, 16" Aggregate Base, removing existing soils, grading and compaction, installing Geotextile Fabric, placing 9" Asphalt Concrete, 2 FT wide aggregate shoulders, traffic signs, pavement markings and line striping. Johnson Road: This work consists of full depth road reconstruction of Johnson Road for approximately 4,100LF. The work also includes tie-in locations at White Road and Anderson Road. This work includes, but is not limited to, UXO/MEC Clearance, Locating Existing Utilities, Milling Existing Asphalt Concrete Pavement and Aggregates, Removing Existing Soils, Grading and Compaction, Demolishing Existing Rail Road and Install Wheel Stops, Installing Geotextile Fabric, Asphalt Paving, 2 FT Wide Aggregate Shoulders, Installing an Asphalt Concrete Dike, Traffic Signs, Pavement Markings and Striping. The Base Bid scope also includes 857 LF of 1-8 Way 3" Concrete Encased Duct Bank and 475 LF of 1-2 Way 3" Concrete Encased Duct Bank.
