Presolicitation Notice for Environmental Remediation Services Multiple Award Task Order Contract (MATOC) with Concurrent Seed Project (Carrington Island MRS)
The U.S. Army Corps of Engineers Sacramento District plans an unrestricted Multiple Award Task Order Contract for Environmental Remediation Services with a small business reserve, targeting about seven IDIQ awards: four to six reserved for qualified small businesses and one to three for unrestricted/large firms, evaluated through subjective best value tradeoff. The program ceiling is $230.5 million over a 5.5-year ordering period, covering hazardous, toxic, and radioactive waste remediation; Military Munitions Response Program actions; and emerging contaminant cleanup such as PFAS. A concurrent funded seed task order at the Carrington Island Precision Bombing Range Munitions Response Site covers investigation, excavation, and remediation of munitions and debris under hybrid Davis-Bacon heavy construction and Service Contract Act labor standards. The offeror providing best overall value for the seed project will receive that initial firm-fixed-price task order concurrently with its basic MATOC, while remaining pool awardees receive a basic contract with a $2,500 minimum guarantee. The anticipated RFP release is on or about November 20, 2026, with access through the PIEE Solicitation Module and required active SAM registration and PIEE Proposal Manager role.
