USACE SPK DBB Construction - LAR C3B South - Sacramento, CA
USACE Sacramento District anticipates a design-bid-build construction requirement for erosion control and levee strengthening along the south bank of the Lower American River in Sacramento, California, roughly from Watt Avenue upstream to near Mayhew Drain. The work includes launchable rock toe/trench, bank protection, tie-backs, excavation/regrading, soil-filled rock slope protection, river toe protection, planting benches, instream wood structures, riprap, and temporary erosion control over about 1.5 miles, with vegetation clearing performed under a separate contract. The target price range is estimated at $45,000,000 to $60,000,000, and the requirement is anticipated as a small-business set-aside, firm-fixed-price contract requiring CMMC Level 1 self-certification and a Project Labor Agreement. Construction is estimated to take up to 510 calendar days after Notice to Proceed, with work potentially in late Spring through Fall 2027 and 2028, and in-water work limited to July through October. The project is subject to pending litigation and a court injunction prohibiting ground/vegetation-disturbing activities in the relevant footprints, so USACE may delay or cancel before award without liability.
