The United States Army Corps of Engineers (USACE) Sacramento District (SPK) anticipates a potential requirement for the design, furnishing, and physical installation of new commercial electric and natural gas meters, alongside localized utility monitoring hardware, at Defense Distribution Depot San Joaquin (DDJC) Tracy, California. This requirement consists primarily of standard electrical construction, conduit installation, and the integration of Commercial-Off-The-Shelf (COTS) metering equipment. The installed COTS hardware will possess native, built-in capabilities to output standard format data to a localized station, allowing facilities staff to monitor routine usage and verify equipment functionality. The potential requirement may result in a solicitation issued approximately in July 2026. If solicited, the Government intends to award the anticipated requirement by approximately September 2026. The Government estimates that design and construction of the potential requirement can be completed within nine hundred (900) calendar days from receipt of Notice to Proceed. The Government currently estimates the magnitude of construction for the potential project is between $5,000,000 and $10,000,000. The Government intends to solicit a Request for Proposals (RFP) that will result in award of a firm-fixed price contract. The solicitation is anticipated to be issued using North American Industrial Classification System (NAICS) code 237130 - Power and Communication Line and Related Structures Construction. The small business size standard for this NAICS, as established by the United States Small Business Administration (SBA), is $45,000,000.00 annual revenue. The Product and Service Code (PSC) is anticipated to be Y1NZ, Construction of Other Utilities. The solicitation is anticipated to be issued as a Woman-Owned Small Business set-aside through the Procurement Integrated Enterprise Environment (PIEE - https://piee.eb.mil) and Governmentwide Point of Entry, the System for Award Management (SAM - www.SAM.gov) on or about mid July 2026 with proposals tentatively due mid August 2026. It is currently anticipated that the Government will conduct a pre-proposal site visit on or about 15 July 2026.
