This is a SOURCES SOUGHT NOTICE for a sole source, time and materials contract being pursued as a follow-on effort to the previous firm-fixed-price contract actions to modernize a web-based application for the Abandoned Mine Lands Database for the California Department of Conservation’s (DOC) Division of Mine Reclamation (DMR). NO AWARD will be made from this Sources Sought. NO SOLICITATION OR SPECIFICATIONS ARE AVAILABLE AT THIS TIME; therefore, do NOT request a copy of a solicitation. This acquisition is currently planned as a follow-on Sole Source to a Women-Owned Small Business (WSOB) with NAICS Code is 541620. This notice jointly serves as a NOTICE OF INTENT TO SOLE SOURCE to the following contractor: Innovative Computing & Applied Technology, DBA: INCATECH, located at 11700 Plaza America Dr, Ste 320, Reston, VA 20190. The purpose of this contract is to provide technical support to project management and to conduct community relations and outreach pursuant to U.S. Army Corps of Engineers (USACE) regulations and in accordance with Restoration of Abandoned Mine Sites (RAMS) Program. The project will modernize the existing California Abandoned Mine Lands Database application to current software standards to reduce the cost of maintaining the application and migrate the application onto modern computing environment infrastructure. This project is planned for advertising on or after 1 July 2024. The duration of the project is 2 years. CAPABILITY STATEMENT: Offeror's name, address, point of contact, phone number, e-mail address, and Unique Entity ID number. Offeror's interest in submitting a proposal on the solicitation when/if it is issued. The submission is limited to fifteen pages. MANAGEMENT: Resumes of key personnel (two pages maximum for each personnel). This must be part of the fifteen -page limitation of the Capability Statement. Offeror's office locations and staffing Please only submit resume for personnel currently employed by the offeror. If other resume are submitted (including part time employee) a clarifying statement will need to be included to indicate this fact. Contract Manager and Alternate: The Contract Manager and Alternate should have 24 semester hours in mathematical, engineering, and/or quantitative analysis courses; 10 or more years cost analysis and project management experience. Software Engineer: The Software Engineer should have 24 semester hours in mathematical, engineering, software development and/or MIS courses; 10 years or more Software Development / Engineering experience. The Software Engineer must have a high degree of expertise with applying principles of Software Engineering using the following application platforms/technologies: Microsoft Internet Information Services, Microsoft .NET, ReactJS, ArcGIS Web APIs, Microsoft SQL Server, Microsoft Windows Server and Azure DevOps or JIRA/GitHub. Software Programmer: The Software Programmer should have 24 semester hours in mathematical, engineering, software development and/or MIS courses; 5 years or more Software Programming / Development experience. The Software Programmer must have a high degree of expertise with programming in the following application platforms/technologies: Microsoft Internet Information Services, Microsoft .NET, ReactJS, ArcGIS Web APIs, Microsoft SQL Server, Microsoft Windows Server and Azure DevOps or JIRA/GitHub. TECHNICAL: Offeror's capability to perform or execute designing, building and implementation of a web-based front-end application for a Microsoft SQL Server database. to include description of responsibility party oversight experience and complexity and comparability work performed within the past 5 years, brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) - provide at least 3 examples. The qualified contractor shall have experience successfully developing a web-based front-end application that provides the following: secure access through user authentication and authorization, application authorization control through a hierarchy of privileges, management of privileges and authorization control, allow users to create new records and enter initial values, allow users to update existing records, allow users to search against values in record columns or attributes to produce tabular sets of data in support of managing (editing) records, allow users to associate documents and pictures to records, produce single record detail reports that include multiple child records and associated pictures or attachments, and support a data collection workflow using ArcGIS Online and ArcGIS Collector. Identify experience and/or working relationships with regulatory agencies and other stakeholders as it pertains to mining in the western states. BUSINESS SIZE: If an 8(a) or small business were to receive an award as prime contractor as a result of any future small business set-aside service solicitation, the small business prime will be required to comply with FAR 52.219-14 which states that "at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern". If your firm is an 8(a) or a small business, provide evidence that on past contracts of a similar nature that your firm (as the prime contractor) was able to comply with this requirement. Identify Offeror's type of small business and business size ("other than small" business, small business, HUBZone small business, service-disabled veteran-owned small business, veteran-owned small business, or 8(a) contractor). Offeror's Joint Venture information, if applicable - existing and potential. The Capabilities Statement for this sources sought is not expected to be a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach, but rather short statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Corps of Engineers in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. After completing its analysis, the Government will determine how to proceed with the procurement. Responses will not be considered an offer, proposal, or bid for any solicitation that may result from this Notice. Moreover, responses will not restrict the Government to an ultimate acquisition approach. This Notice is for information and planning purposes only. Respondents will not be notified of the results of any review conducted or the capability statements received.
