The United States Army Corps of Engineers (USACE) Sacramento District (SPK) has a requirement at The Sierra Army Depot (SIAD) in Herlong, California for Design-Bid-Build (DBB) construction services to repair sanitary sewer pipe defects, install new sanitary sewer cleanouts, and inspect sanitary sewer pipes and manholes. All repairs shall be made as specified by the SIAD Sanitary Sewer Evaluation Study (SSES) using like materials and equipment in accordance with Federal, State, and local regulations. The Contractor must: provide sewer bypass pumping and/or flow diversion as required; perform Closed Circuit Television (CCTV) inspections of sewer mains and service lines after repairs have been completed with results must be provided electronically; and conduct a high-pressure sewer line hydro-cleaning after the CCTV inspection. The Government anticipates options to include removal and replacing of manholes; removal and replacing of exiting sewer lines; and installing sanitary sewer cleanouts at multiple buildings. The facility must comply with Department of Defense (DoD), Army, and SIAD standards. The Contractor submitted plans and drawings must include sustainability requirements and address civil, structural, architectural, life safety, emergency lighting, mechanical, plumbing, and electrical needs to ensure a complete and usable structure. The period of performance (PoP) is anticipated to be 365 calendar days. In accordance with Federal Acquisition Regulation (FAR) 36.204(g), the magnitude of construction for the anticipated project is $5,000,000 to $10,000,000.The Government intends to solicit a Request for Proposals (RFP) that will result in award of a firm-fixed price (FFP) contract.The solicitation is anticipated to be issued using North American Industrial Classification System (NAICS) code 237110, Water and Sewer Line and Related Structures. The small business size standard for the NAICS, as established by the U.S. Small Business Administration, is $45,500,000 annual revenue. The Product Service Code for the potential requirement is anticipated to be Y1ND, Sewage and Waste Facilities. The solicitation is anticipated to be issued as total small business set-aside through the Procurement Integrated Enterprise Environment (PIEE - https://piee.eb.mil) and Governmentwide Point of Entry, the System for Award Management (SAM - www.SAM.gov) on or about 17 Jun 2024 with proposals tentatively due 17 Jul 2024.
