Contractor Teaming Arrangements. ** The purpose of the Sacramento Weir Widening project is to reduce the water surface elevation in the Sacramento River and allow more water to flow into the Yolo Bypass system. The Sacramento Weir Widening project includes construction of the following major features:? 1,437-foot-long passive weir? 2,500 foot-long North Levee Setback? 1,515 foot-long Old River Road Bridge which includes approximately 15,000 length feet of prestressed-precast bridge girders? 1,635-foot-long Realignment of Old River Road and 2,445-foot-long realignment of County Road 126? 2,135-foot-long Railroad Embankment Removal, demolition of 2,880-foot-long existing Sacramento River Right Bank Levee, and demolition of 2,500-foot-long existing levee? Fish Passage Control Structure, including hybrid technical fishway (420 foot-long concrete- lined), fish passage channel structure (200 foot-long concrete-lined), Two 16-foot-wide flow control gates, and associated electrical, instrumentation, and automation; fishway exit (rock-line 230 foot-long); stilling basin drain; modifications to the stilling basin of the existing weir; 1,600 foot-long rock-lined Existing Stilling Basin Drain Channel; and 8,500 foot-long earthen Bypass Transport Channel. The U.S. Army Corps of Engineers (USACE), Sacramento District (SPK), anticipates solicitation of a requirement for Design-Bid-Build (DBB) construction services to be performed in support of the Sacramento Weir Widening at Yolo County, California. The scope of work for the Sacramento Weir Widening Project includes construction of project features with approximate lengths provided: 1,500 Length Feet (LF) road bridge, 1,450 LF passive weir, 2,500 LF levee, fish passage facility including a 420 LF technical fish ladder and 200 LF channel with vertical lift gates, 4,000 LF of new county roads, 2,350 foot long interior drainage ditch, 8,500 LF of bypass transport channel, 1,600 LF stilling basin drainage channel to drain the existing Sacramento Weir stilling basin, and an embankment that will allow operations and maintenance activities for the fish passage facility. Additionally, the project is adjacent to the California Department of Water Resources project Lower Elkhorn Levee Setback Project (LEBLS), which the Sacramento Weir Widening Project will connect to upon completion. The scope also includes degradation of a railroad embankment and levee and erosion protection for flood control features including rock slope protection, concrete slope protection, and Tied Concrete Block Mat. It is estimated the project can be completed within 42 months (1,260 calendar days) In accordance with DFARS 236.204(x) the magnitude of construction is estimated to be between $100,000,000 and $250,000,000. The Government intends to solicit an Invitation for Bids (IFB) that will result in award of a Firm-Fixed Price contract. The solicitation is anticipated to be issued using North American Industrial Classification System (NAICS) code 237990, Other Heavy and Civil Engineering Construction. The small business size standard for this NAICS, as established by the U.S. Small Business Administration, is $39,500,000 annual revenue / 1,000 employees. The Product Service Code (PSC) is anticipated to be Y1PZ, Construction of Other Non-Building Facilities The solicitation is anticipated to be issued an unrestricted, full and open competition through the Governmentwide Point of Entry (www.SAM.gov) on or about 31 January 2023 with bids tentatively due 17 March 2023. The Government intends to conduct a pre-bid conference /site visit, the date, time, location, and access requirements will be identified in the solicitation. The Government will release all information publicly on SAM.gov when available, and requests for an updated posting schedule may be ignored.
