The U.S. Army Corps of Engineers (USACE), Sacramento District (SPK), anticipates solicitation of a requirement for design-bid-build (DBB) construction for services to include identification and repair of sanitation pipes, and defects at Sierra Army Depot, Herlong, CA. The Government intends to solicit an Invitation for Bid (IFB) that will result in award of a Firm-Fixed Price contract. Project Description: The Contractor will be responsible for the repair of sanitary sewer pipe defects, installation of new sanitary sewer cleanouts, and inspection of sanitary sewer pipes and manholes in the Sierra Army Depot Sanitary Sewer System. Perform closed circuit television (CCTV) inspections of sewer mains and service lines after repairs have been completed. A high-pressure sewer line hydro-cleaning will follow after the CCTV inspection. CCTV results must be provided on DVDs. All solids or semi-solids resulting from the cleaning operations must be captured and removed. Clean or wash-down all sewer manholes within the study area in conjunction with the hydro-cleaning of the sewer lines. Provide sewer bypass pumping and/or flow diversion as required. The project is located at Sierra Army Depot, Herlong, CA Additional Information: In accordance with FAR 36.204(f) the magnitude of construction for this project is estimated to be between $1,000,000 and $5,000,000. The solicitation is anticipated to be issued using North American Industrial Classification System (NAICS) code 237110 (Water and Sewer Line and Related Structures Construction). The small business size standard for this NAICS, as established by the U.S. Small Business Administration, is $39.5 Million annual revenue. The Product Service Code (PSC) is Y1ND (Sewage and waste facilities) The solicitation is anticipated to be issued through the Governmentwide Point of Entry (GPE) (www.SAM.gov) on or about 23 September 2022 as a total (100%) small business set-aside for HUBZone firms with proposals tentatively due 0800 on 24 October 2022. PLEASE NOTE: this project and/or the proposed solicitation and contract action may be changed, delayed, or canceled at any time. The Government intends to conduct a site visit on or about October 4, 2022. The date, time, location, and access requirements will be identified in the solicitation. PLEASE DO NOT request a copy of the solicitation, or draft plans and specifications, as they are not currently available. Any available technical data required to respond to the solicitation will be furnished as part of the solicitation. Following solicitation release, all responsible sources may submit a proposal that shall be considered by the agency.
