Dugway Proving Grounds Microgrid The Government anticipates issuing a Lowest Priced Technically Acceptable (LPTA) Request for Proposal (RFP) with the intent of awarding a Firm-Fixed Price construction contract for W9123821R0045, Dugway Proving Grounds (DPG) Microgrid, Dugway Utah. Project Description: This requirement is for the 1-step design-build of a complete and operational microgrid, which includes a new battery energy storage system and a Supervisory Control and Data Acquisition (SCADA) system to be installed into the existing base utility grid. The existing base utility grid will be controlled by a new Microgrid Control System that integrates an existing 12-MW diesel generator plant to an existing 2-MW solar array, and a currently-under-construction utility-grade database system and total building energy management control system (EMCS), as well as a future 2-MW solar array. In accordance with FARS 36.204(g) the estimated magnitude of construction is expected to be between $5,000,000 and $10,000,000. This prospective contract action will be conducted using NAICS Code is 237130 (Power and Communication Line and Related Structures Construction). The size standard $39.5 million. Product Service Code is Y1MZ (Construction of EPG Facilities – Other, including Transmission). The solicitation will proceed as a competitive small business set-aside and is estimated to be issued on or about 11 March 2021 with proposals due tentatively on 12 April 2021. The RFP will be issued on the Government Point of Entry known as beta.sam.gov and will establish a firm proposal due date/time. If applicable, the site visit date, time and location will be identified in the solicitation.
