Construction of the cutoff walls is along discontinuous reaches of SREL within the Miller Park, Little Pocket, and Big Pocket areas of Sacramento, CA. The scope also includes relocation and removal of multiple utilities within the work areas, working adjacent to an active railroad line, modification of existing relief wells, removal and replacement of City of Sacramento Sump 63 in the Big Pocket, and removal, handling, and disposal of contaminated soils. Night work is permitted for construction of Jet Grout cutoff walls only. All work is required to be completed No Later Than (NLT) December 2021 with the levee reconstruction completed NLT 30 September 2021. Multiple concurrent efforts will be required to complete work within the given period of performance. In accordance with DFARS 236.204(ii) the estimated magnitude of construction is expected to be between $25,000,000 to $100,000,000. This prospective contract action will be conducted using NAICS Code is 237990 - Other Heavy and Civil Engineering Construction. The size standard is $39.5M. Product Service Code is Y1LC - Construction of Tunnels and Subsurface Structures. The solicitation will proceed unrestricted and must use contractors from the Pre-Qualified Sources List (PSL) for the included features of work. The solicitation is estimated to be issued on or about 30 October 2020 with bids due tentatively on 30 November 2020. The IFB will be issued on the Government Point of Entry known as beta.sam.gov and will establish a firm bid due date/time. If applicable, the site visit date, time and location will be identified in the solicitation.
