This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will NOT be issued. This requirement is being solicited as Disabled Veteran-owned Small Business (SDVOSB) Set-Aside competition. The North American Industry Classification System (NAICS) code is 562991, the business size standard is $8 Million, and the Project Service Code is S222 Housekeeping- Waste Treatment/Storage. The Government will award a Firm-Fixed-Price (FFP) contract resulting from this Request for Quote (RFQ) to the responsible quote whose submission conform to the solicitation. This announcement does not obligate the Government to award a contract nor does it obligate the Government to pay for any preparation cost. Project Description: The U.S. Army Corps of Engineers (USACE), Sacramento District is seeking to contract professional septic services for the New Hogan Lake. The contractor's work and responsibility shall include; all job planning, programming, scheduling, administration, inspection and management necessary to accomplish specified services. The contractor shall make sure that work is accomplished in accordance with the contract and all applicable laws, municipal codes, regulations, and/or written directives issued by the Contracting Officer. PERIOD OF PERFORMANCE: Base Year: 1 November 2020 to 31 October 2021 Option Year One (1): 1 November 2021 to 31 October 2022 Option Year Two (2): 1 November 2022 to 31 October 2023 Option Year Three (3): 1 November 2023 to 31 October 2024 Option Year Four (4): 1 November 2024 to 31 October 2025 SUBMISSION REQUIREMENT: All interested firms shall submit a proposal in accordance FAR provision 52.212.-1 and shall include the information as stated below. (d) Comptroller General Examination of Record. The Contracting Officer may exercise the option by written notice to the Contractor within 15 days of requirements. Delivery of the added items shall continue at the same rate as the like items called for under the contract, unless the parties otherwise agree. (End of clause) 52.217-8 OPTION TO EXTEND SERVICES (NOV 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rate s may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days of expiration date of period of performance. (End of clause) 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within 30 (insert the period of time within which the Contracting Officer may exercise the option); provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years, 6 months. (End of clause) 52.232-18 Availability of Funds. Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
