SOURCES SOUGHT NOTICE The U.S. Army Corps of Engineers, Sacramento District is conducting a MARKET SURVEY. This is not a solicitation or pre-solicitation announcement. This notice is not to be construed as a commitment by the Government for any purpose other than market survey. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source, with the Designer of Record (DoR) under the authority of FAR 6.302. Interested persons/firms may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Proposed work to be performed under the following North American Industry Classification (NAICS) code as follows: 541310 for Architectural Services. PROJECT DESCRIPTION: The U.S. Army Corps of Engineers, Sacramento District desires to identify contractors capable of providing Engineering Design, Review, and Construction Phase Services (CPS) in support of the United States Department of Veterans Affairs (VA) project for Seismic Retrofit of Buildings 1, 6 & 8, Building 12 Research Laboratory Replacement and Parking Garage Addition for the VA Medical Center located in San Francisco, California. The scope of this contract will include review of submittals and Requests for Information (RFI) submitted by the construction contractor, review of shop drawings and documentation received during construction, site visits, clarifications, and changes to the design as necessary during the construction period of performance. This project is currently programmed for construction in Fiscal Year 2019 with an estimated construction cost between $100,000,000 and $250,000,000. Construction is expected to begin in August 2019 and the period of performance is 74 months. The value of the A-E contract is estimated to be between $4,500,000 and $5,500,000. If your firm is interested and capable of performing the work identified in the project description then please provide a response to this MARKET SURVEY. Responses to this MARKET SURVEY must contain the following information. Statement that your firm is interested in submitting a proposal for this project if it is formally advertised. Name of the company to include address, phone, and Point of Contact. Company CAGE code and DUNS number. Statement of Capability (SOC) stating your company’s experience, past performance, and knowledge required to perform this work. Your firm shall identify whether any work stated in the SOC was completed independently as the prime contractor or affiliated with another contractor (in a joint venture or as a subcontractor). If your role was as a sub-contractor, describe the design services your company provided. For each project listed in your SOC as the prime contractor, please provide a title, total contract amount, location, and customer Point of Contact. Limit your past performance information to three (3) projects. Respondents SHALL NOT submit a SF330 in response to this Sources Sought Announcement. Responses to this notice shall not be more than two (2) pages in length. Submission of your interest is not a prerequisite to any potential future offerings, but participation will assist U.S. Army Corps of Engineers, Sacramento District in identifying sources with required capabilities. If a determination is made by the Government to compete this requirement, then a solicitation will be synopsized in FedBizOpps only (https://www.fbo.gov).
