The Water Management Section of the Sacramento District (SPK) is authorized to make flood releases from U.S. Army Corps dams and Section 7 dams under the Flood Control Act of 1965. This includes the operation and maintenance of a hydro-meteorological monitoring network that informs both the amount of water stored within reservoirs, the amount of water leaving the dam, and meteorological observations that help inform flood and hydrologic forecasting. This sensor network not only supports flood management operations but also informs irrigation, municipal water supply, power generation, and recreation. The Water Control Data Systems (WCDS) team, a subset of Water Management, is responsible for the maintenance and oversight of SPK’s environmental sensor network. The WCDS network includes over 120 monitoring stations that are located from northern to southern CA from the valley floor to the Sierra Crest. Several stations within the network are only accessible via foot, helicopter, or pack animal and require specific knowledge to safely reach. The contractor is responsible for discharge measurements, downloading raw data, station maintenance, and station repairs.
