SOURCES SOUGHT: THIS NOTICE IS MARKET RESEARCH TO SUPPORT INCLUSION OF A SOLE SOURCE (BRAND NAME) SPECIFICATION FOR Department of Veterans Association PALO ALTO HEALTH CARE SYSTEM (DVAPAHCS) LIVERMORE PHASE E - CONSTRUCTION OF Engineering Logistics Building, STOCKTON, CA, AND IS NOT A REQUEST FOR PROPOSAL. The U.S. Army Corps of Engineer Sacramento District intends to specify the below listed items as part of a construction contract; Department of Veterans Affairs Association Palo Alto Health Care System (DVAPAHCS) Livermore Phase E - Construction of Engineering Logistics Building, Stockton, CA. The Government WILL NOT purchase these items directly, but will require the construction contractor to provide these items. A determination by the Government to not compete this requirement, for the specific items listed below, based on the responses to this notice is solely within the discretion of the Government. Reference FAR 6.302-1(c), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirement - application for brand name description." Brand Name Items: (1) BEST brand Door Security Key System, BEST 1CP-7-WA-2-626 Lock Core System, to provide for the master keying of all key lock operated doors for multiple facilities. Door security key system must be interfaced seamlessly with the current Best Access Series Lock Core system installed throughout the VAPAHCS campuses for remote monitoring, maintenance, and operations. (2) HID pivClass Readers Model# RP40-H920PHRNEK00005 and Sielox Access Card Reader Systems for a secured PIV Badge system. The new system must be connected to the existing VAPAHCS campus network system for remote monitoring and management. (3) Honeywell Fire Alarm System (HFAS) to provide remote monitoring and functioning of the fire alarm systems, and management. The fire alarm system must have the capability to communicate with the existing system at the DVAPAHCS. (4) Siemens Apogee Facility Monitoring and Control System (SAFM and CS) to provide a building automation system that allows for the central direct control of heating, ventilation and air conditioning (HVAC) systems for the facility. The new system must be connected to the existing DVAPAHCS campus network system for remote monitoring and management. THIS NOTICE IS A SOURCES SOUGHT NOTICE AND NOT A REQUEST FOR PROPOSAL. No separate solicitation will be available for these brand name items since they will be incorporated into the specification of Solicitation Number W91238-18-R-0063, DVA Palo Alto Health Care System (PAHCS) Livermore Phase E Construction of Engineering Logistics Building, Stockton, CA, which will be issued in the 1st Quarter of Fiscal Year 2020. Vendors who offer the above items which can meet all of the above functional criteria are invited to respond to this notice. Responses must include the following information: (1) Identification of the manufacture's name, address, and country of product manufacture; (2) Fully detailed specification sheets; and (3) Narrative addressing how your product meets the salient features listed above.
