Solicitation: W91238-HEC-PERFORCE U.S. Army Corps of Engineers, Sacramento District Hydrologic Engineering Center 609 2nd St, Davis, CA 95616 Description: The U.S. Army Corps of Engineers, Sacramento District is issuing this announcement for a contract to provide 40 PERFORCE licenses, PERFORCE is mission related software for their Hydrologic Engineering Center. HEC utilizes PERFORCE’s centralized server to store source code management structure for all HEC developed software. PERFORCE is used by HEC and all HEC contractors to track source code changes. The U.S. Army Corps of Engineers, Sacramento District, intends to negotiate on a Single Source basis with contractor, Release Team Incorporated under the authority of FAR 6.302-1(a)(2)(iii), Services may be deemed to be available only from the original source in the case of a follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in: (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition, or (B) Unacceptable delays in fulfilling the agency’s requirements. (See 10 U.S.C. 3304 (b)(2)) or 41 U.S.C. 253 (d)(1)(B).) Firms believing they can provide these supplies or services above must provide written notification to the Contracting Officer with supporting evidence to that effect in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. This notice is not a request for competitive proposals. All responses received within 5 calendar days of the date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered for the purpose of determining whether to conduct a competitive procurement. Responses should be emailed to the Government point of contact for this acquisition. Responses should include the firm's Dun and Bradstreet number (DUNS) and Tax Identification Number (TIN). Firms should identify business size (i.e. small business, other than small business, etc.) in accordance with the size standard for NAICS Code 541512 which is $27.5 Million.
