The U.S. Army Corps of Engineers (USACE), Sacramento District (SPK), anticipates solicitation of a requirement for design-build (DB) construction services to design and construct a 6,250 square foot (SF) two (2) story prefabricated munitions warehouse and office space at Beale Air Force Base (AFB), California, 95903. The Government intends to solicit a Request for Proposals (RFP) that will result in award of a Firm-Fixed Price contract. Project Description: Construction is required to provide Beale AFB a consolidated workspace outside of munitions blast zones, to consolidate personnel and program resources, and to reduce maintenance requirements for aging facilities. As a DB contract, the Contractor must perform design work prior to construction and shall be responsible and liable for the complete design. The Government’s conceptual facility and site design illustrates the intent and functional relationships of the project but does not indicate all necessary construction requirements or components. The Contractor shall demolish and remove existing Buildings 1325 and1319, leaving the existing building pad(s) in place. The Contractor shall construct and install a 6,250 SF prefabricated warehouse that includes: 2,250 SF of storage space and 4,000 SF of office, training, and shop spaces. The building shall be a two (2) story pre-engineered metal building, with metal roof, built on a slab-on-grade. This project’s work elements include completion of all utility connections, site improvements, pavement, detection/protection features, special foundations for sewage, portable generator connections and generator for a sewage lift station, completion of a hazardous materials survey, and abatement, as required. The Contractor shall also remove two (2) existing MacroFans and two (2) hydraulic lifts from Building 1319, and transport and install them in the new facility. The facility must be compatible with USACE, Department of Defense (DoD), Air Force (AF), and Beale AFB standards. Designs on sustainable requirement, civil, structural, architectural, life safety, emergency lighting, mechanical, plumbing, electrical, fire protection system, fire alarm system, mass notification system, cyber security, and communication support necessary to make a Additional Information: In accordance with FAR 36.204(f) the magnitude of construction for this project is estimated to be between $1,000,000 and $5,000,000. The solicitation is anticipated to be issued using North American Industrial Classification System (NAICS) code 236220, Commercial and Institutional Building Construction. The small business size standard for this NAICS, as established by the U.S. Small Business Administration, is $39.5 Million annual revenue. The Product Service Code (PSC) is Y1GZ, Construction of Other Warehouse Facilities. The solicitation is anticipated to be issued through the Governmentwide Point of Entry (GPE) (www.SAM.gov) on or about 31 July 2021 as a total (100%) small business set-aside with proposals tentatively due 0800 2 September 2021. Please do not request a copy of the solicitation, or draft plans and specifications, as they are not currently available. Draft plans and specifications will be made available for inspection without charge when the solicitation is released, and when requested delivered by electronic mail and/or data interchange. The solicitation will be made available without charge when accessed through the GPE or requested and delivered by electronic mail and/or data interchange. The Government tentatively intends to conduct a pre-proposal site visit at the Beale AFB munitions complex on the morning of 9 August 2021. The final site visit date and specific access instructions will be included in the solicitation. At a minimum, attendees will be required to submit AF IMT 1109, Visitor Register Log (Attachment 1), and Entry Access List (EAL, Attachment 2) to the Contract Specialist and USACE Resident Office point of contact by 1700 / 5 PM on 3 August 2021. If site visit attendees and Contractor attendance are certain and will not change even if the date and time of the tentative site visit change, Contractors may submit 1109s and EALs to and for processing.
