The Huntington District Corps of Engineers intends to procure a Purchase Order Contract for Leadership Development Program- Level II Services for the U.S. Army Corps of Engineers, Huntington District.... The Huntington District Corps of Engineers intends to procure a Purchase Order Contract for Leadership Development Program- Level II Services for the U.S. Army Corps of Engineers, Huntington District. This contract will have a one-year base period with four additional one-year option periods. This will be a performance-based, commercial service, firm-fixed price contract. The contract will be awarded to the offeror whose quote conforms to the solicitation and is within a technical/price competitive range, if established, as determined by the contracting officer and has been evaluated as the most advantageous to the Government, all factors considered. All responsive quotes will be evaluated utilizing the following technical factors: (A) Technical Capability; (B) Management (Facilitation Plan); (C) Past Performance; (D) Geographical location in relation to the Huntington District Office location, and (E) Cost. Evaluation Factors A, B, and C are of equal importance. The remaining factors (D and E) are listed in descending order or importance. Thus, price is not expected to be the controlling factor in the selection of the offerors for this SATOC award. Solicitation documents will be available on or about 6 August 2024, online at https://www.sam.gov. To be eligible for contract award, an Offeror must be registered in the System for Award Management (SAM). Register via the SAM website at https://www.sam.gov as well as Procurement Integrated Enterprise Environment (PIEE) system at Procurement Integrated Enterprise Environment (PIEE) (eb.mil).
