This contract is being procured in accordance with the Selection of Architect Engineers Act, the provisions outlined in FAR Subpart 36.6 and the procedures provided in Engineer Pamphlet (EP) 715-1-17, section 3-16. Architect-Engineers (A-E) will be selected for negotiations based on demonstrated competence and qualifications for the type of professional services required. The services will consist of cost engineering services to support various projects within or assigned to the Huntington District, US Army Corps of Engineers, Great Lakes and Ohio River Division. A minimum of three (3) firm-fixed price, Indefinite Delivery/Indefinite Quantity (IDIQ), Multiple Award Task Order Contracts (MATOC) for Cost Engineering Services. The shared not exceed amount is $10,000,000.00 over the life of the contract. Work will be issued by negotiated firm-fixed price task orders. The minimum guaranteed amount is $10,000.00 for the entire contract to include option periods. Task Orders may be awarded between $2,500.00 and $2,000,000.00 based on historical need. The contract is anticipated to be awarded in May 2023. North America Industrial Classification System (NAICs) code is 541330, which has a size standard of $25,500,000.00 in average annual receipts. This announcement is open to small businesses only. To be eligible for contract award, a firm must be registered in the System for Award Management (SAM). Per FAR 52.219-14 (Dev), Limitations on Subcontracting (Deviation 2021-O0008), for a contract or order assigned a North American Industry Classification System (NAICS) code for services (except construction), the concern will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the concern?s 50 percent subcontract amount that cannot be exceeded.
