SOLE SOURCE NOTICE OF INTENT TO AWARD-FLAGGING SERVICES This is a notice that the US Army Corps of Engineers, Huntington District intends to award a Firm Fixed Price sole source Blanket Purchase Agreement on a non-competitive basis to Wheeling and Lake Erie Railway for the flagging services at Somerdale Levee. The proposed NAICS for this requirement is with a 561990 size standard of $16,500,000.00 Pursuant to authority FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract deem only one source is reasonably available. This is not a solicitation for a competitive quote. No solicitation is available. A determination by the Government not to compete this proposed agreement is solely within the discretion of the Government.
