SPECIFICATIONS Tractor and attachments for Willow Island Locks and Dam General Requirement: Supply a matched 2022 or newer tractor, dual wheel kit, canopy, finish mower, rough-cut mower, and blade. Once delivered, all components shall form a matched set, all necessary parts shall be supplied to immediately start using the equipment, and the components shall meet the following specs: Tractor Requirements: Provide an all-wheel drive tractor with an articulated chassis, 6-gallon fuel tank, and front hitch for accepting attachments. The tractor shall have an enclosed muffler, a horn, pre-wired plug & play wiring harness, premium comfort seat, an electronic instrument panel, 6-function warning gauge and alarm, on-board diagnostic system, sealed electrical system, thermostatically controlled oil cooler, battery disconnect switch with circuit breaker, automotive style parking brake, universal PTO switch, SDLA operator controls, and a weight transfer system. Additionally, the tractor shall have all-terrain tires, a rear Category 1 3-point hitch, four rear weights, front fenders, foot pegs, a canopy, a digital slope indicator, and a dual wheel kit for use on steeper slopes. Engine Requirements: The engine shall have a displacement of 898 cubic centimeters and be rated at a minimum of 25 horsepower with 42 ft/lbs of torque. The engine shall run on diesel fuel and be liquid cooled. The engine shall have a minimum slope ratine of 20 degrees for continuous operation and 30 degrees for intermittent operation. Attachment Requirements – Finish Mower: Provide a 72-inch, front-attachment, side-discharge finish mower. The mower shall have 3 individual blades with a cutting height range of 1 to 5 inches. The deck shall be made of high-strength steel and have a minimum of three anti-scalp rollers on the front of the deck along with two flat-free swivel casters. All three spindles shall be field serviceable with fittings. This mower shall have a hydraulic flip-up kit installed to raise the deck for travel and transport. Attachment Requirements – Rough-Cut Mower: Provide a 68-inch, front-attachment, rear-discharge rough-cut mower. The mower shall have 3 individual blades with a cutting height range of 3.5 to 7 inches. The deck shall be made of high-strength steel and have two flat-free swivel casters. All three spindles shall be field serviceable with grease fittings. This mower shall have a hydraulic flip-up kit installed to raise the deck for travel and transport. Attachment Requirements – Dozer Blade: Provide a 48-inch, front-attachment dozer blade. The blade shall be able to be hydraulically angled up to thirty degrees from center either left or right and have a maximum ground clearance of thirteen inches at zero degrees. The blade shall have a mechanical spring trip and two adjustable cast iron skid shoe discs. The blade shall have a hydraulic lift kit installed to raise/lower the blade. Warranty: The Contractor shall provide full coverage no deductible warranty for a minimum of two years with unlimited hours. All components of the tractor and attachments shall be covered by the warranty. There shall be an equipment manufacturer’s service facility no further than 100 miles from the project office, and all manufacturer’s service facilities shall honor the warranty. There shall be no cost for parts or labor during the warranty period. The Government will deliver the machine to the facility for repair and will pick it up once repairs are completed. Delivery: Tractor and attachments shall be delivered to the following address: U.S. Army Corps of Engineers Willow Island Locks and Dam 32400 State Route 7 Newport OH, 45768 USA The vendor shall contact Jason Casto at 740-374-8710 the day before delivery is scheduled to assure staff is available to off-load the equipment. The equipment shall be able to be offloaded at a loading dock without any lifting devices. Failure to call could result in a return trip. Working hours are from 0730-1500 hours Monday through Friday. Delivery shall be made between 0730-1400 hours and shall not be made on a federal holiday.
