The primary goal is to provide an appraisal or other valuation product of the subject real estate, including fee and/or partial interests, and where required, applying acceptable appraisal methods with consideration for: Highest and best use analyses, improvement contributions, comparable sales, and the three methods of valuation. Further, the appraisals must be prepared in a way that, if discovered in any court proceeding, is in format fully acceptable for condemnation proceedings, and contain relevant data, appropriate analysis, and conclusions that are well supported and are not misleading for the purpose intended. All appraisal work must be done in accordance with UASFLA, USPAP, and the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 as amended (Public Law 91-646) (URAR) USACE ER 405-1-04.
