The Huntington District Corps of Engineers intends to procure a contract for Mowing and Maintenance Services for Sutton Lake, Sutton, WV, U.S. Army Corps of Engineers, Huntington District. Performance will be a base period with four additional one-year option periods. The contract will be a Firm Fixed Price, Indefinite Delivery type contract, in a not-to-exceed amount of $1,000,000.00 over the entire contract period. The contract will be awarded to the offeror whose quote conforms to the solicitation and is within a technical/price competitive range, if established, as determined by the contracting officer and has been evaluated as the most advantageous to the Government, all factors considered. All responsive quotes will be evaluated utilizing the following technical factors: (A) Personnel; (B) Quality Control Program; (C) Experience (D) Equipment; (E) Safety Program and (F) Past Performance. Factors A and B are of equal importance. The remaining factors (C, D, E, and F) are listed in descending order of importance with Factors A and B being significantly more important than factors C, D, E, and F. All non-price factors are significantly more important than price. To be eligible, a firm must be registered in the System Award Management (SAM) when submitting an offer and shall continue to be registered until time of award, during performance and through final payment.
