The Huntington District Corps of Engineers intends to procure a contract for the construction of a temporary cofferdam. The award of one (1) firm fixed price construction contract is anticipated. The general description of the work for this contract consists of furnishing all materials, equipment, labor, layouts of work features, and supervision needed to accomplish work related to construction a temporary cofferdam in preparation for Phase 5 of the Bluestone Dam Safety Assurance Project. A floating plant with crane will be required to support the construction activities including drilling for instrumentation and placement of cellular and transitional sheet piling, templates, framing, and fill material. The cofferdam will consist of five (5) cells approximately 36 feet in diameter and 49 feet tall. The cells will consist of interlocked Government-furnished sheet piling which the Contractor will drive into the river bed and fill with tremie concrete and gravel. Once the cofferdam is in place, the contractor will perform dewatering. An organized site visit is anticipated to be conducted on December 20, 2018. See solicitation for full details as this date may change. The contract will be awarded to the lowest price bidder found to be responsive and responsible. This procurement is unrestricted. The NAICS code for this procurement is 237990, which has a size standard of $36.5 million average annual receipts. Solicitation documents will be available on or about December 13, 2018 and can be downloaded at www.fbo.gov . Bidders shall submit one sealed paper original and one sealed paper copy of their bid. Submissions received solely via electronic media such as CD, DVD, thumb drives, email, or facsimile will not be accepted. Vendors are encouraged to check their entity's status in www.SAM.gov and plan accordingly.
