W9123626RA002: Construction of Water Intake Facility and Pump Station at Holton Army Ammunition Plant located in Kingsport, TN. This requirement is being solicited as unrestricted full and open competition. It will be solicited as a Design-Bid-Build (DBB) project utilizing the Best Value, Trade-Off Continuum (BVTO) Source Selection evaluation approach in accordance with FAR 15.101. The applicable NAICS code is 237110 ? Water and Sewer Line and Related Structures Construction with a Small Business Size Standard of $45M. The Government intends to award one Firm-Fixed-Price (FFP) contract. In accordance with DFARS 236.204 - Disclosure of the Magnitude of Construction Projects, the Magnitude of Construction is between $100M and $250M. The technical documents for this project are marked as Controlled Unclassified Information (CUI) and with FEDCON Distribution Statement D. Offerors are hereby requested to review the CUI and FEDCON Distribution Statement D as provided in Attachment 8, as it is applicable to the technical documents for this procurement. The site visit is scheduled for 9 October 2025. Interested participants are required to RSVP by 12:00 PM Eastern Time on 6 October 2025. Please see FAR Clause 52.236-27 for additional information. The revised plans and specifications and Attachment 11 will be provided via DOD SAFE.
