There are no solicitations, specifications, and/or drawings available at this time. This Sources Sought Notice is for informational purposes only to determine the interest, and availability, of potential qualified contractors. The Government will not reimburse respondents for any cost incurred in preparation of a response to this notice. The Government intends to use responses to this Sources Sought to make appropriate acquisition decisions for the project. NO AWARD will be made from this Sources Sought notice. Project Description: The Norfolk District, Corps of Engineers is conducting Market Research to identify potential Sources for the Renovate North Gate project at Defense Supply Center, Richmond (DSCR), Chesterfield County Richmond, Virginia. Project will provide renovation of the North Gate’s Buildings 208 and 209. Work includes renovations to two structures that make up the North Gate. Scope of work also repairs existing finishes and provides new finishes, as well as repair of mechanical and electrical systems. Work also includes expansion of Building 209 to include work space and shelter for personnel, repair of existing windows, and installation of sliding windows. Construction also includes new pavement, striping, and replacement of safety barriers as well as improvements to outside heating areas. The anticipated contract completion date is 365 calendar days after notice to proceed. The project is located near areas available for work during regular working hours (7:00am to 4:30pm). No holiday work is anticipated. The Contracting Officer has classified this requirement as Water and Sewer Line and Related Structures Construction, North American Industry Classification System (NAICS) code 236210. The small business size standard is $45 million. In accordance with FAR 36.204, the magnitude of construction for this project is between $1,000,000 and $5,000,000. Contractors will be required to submit bonding documents prior to award. Bonding documents are not required for this Sources Sought. THIS SOURCES SOUGHT ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential sources prior to determining the acquisition strategy. The Government is not obligated to and will not pay for any information received from potential sources as a result of this announcement. It is requested that interested sources submit to the contracting office a brief capabilities statement package (no more than 3 pages in length, single-spaced, 12 point font minimum) demonstrating ability to perform the requested services identified in this survey. Response Requirements: 1. Offeror's name, addresses, points of contact, telephone numbers, and e-mail addresses. 2. Offeror's business size to include each designation as Certified Small Businesses, 8(a) contractors, HUBZone Certified Small Business Concerns, Service Disabled Veteran Owned Small Businesses and Woman Owned Businesses. For 8(a) Contractors, please include proposed graduation date from the 8(a) Program. 3. Offeror’s bonding capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars). 4. Provide a narrative indicating the primary nature of your business. Narratives shall demonstrate experience in a similar type of work as described, at a similar contract value, and in a similar location. 5. Description of Experience – Provide two (2) to three (3) examples of successful projects similar to requirements described in the project description above, within the past five (5) years. If a specialty sub-contractor is used, the sub-contractor shall also provide work examples and experience. Based on definitions above, for each project submitted include: a. The U.S. Army Corps of Engineers (USACE) Norfolk District (NAO) intends to issue an Invitation for Bid (IFB) acquisition for the renovation of North Gate’s Buildings 208 and 209 at Defense Supply Center Richmond (DSCR), Richmond, VA. This procurement will be conducted in accordance with FAR Part 14, Invitation for Bid (IFB). The Government intends to award a firm-fixed-price (FFP) contract. The requirement will be solicited as a 100% small business set-aside. The applicable NAICS code is 236210, Industrial Building Construction, with a Business Standard of $45M and Product Service Code of Z2EZ – Repair or Alteration of Other Industrial Buildings. In accordance with FAR 36.204(f) Disclosure of the magnitude of construction projects, the magnitude of construction is between $1,000,000 and $5,000,000. Project Description: Provide labor, material, and equipment to perform the following: USACE NAO is seeking a small business capable of renovating North Gate’s Buildings 208 and 209 to support the operational and security requirements for the North Gate access control facilities. The facilities shall be renovated to provide upgraded visibility, updated toilet facilities, and updated vehicle identification capabilities. The Guardhouse and Truck Gate facilities shall be upgraded to improve lighting and provide a more efficient heating and ventilation system on the interior and exterior of the facilities. Work also includes expansion of Building 209 to include workspace and shelter for personnel, repair for existing windows, and installation of sliding windows as well as new pavement, striping, and replacement of safety barriers. The IFB and accompanying documents will be issued electronically and will be uploaded to SAM.gov approximately during the month of July 2023. Telephone calls or written requests for the IFB package will NOT be accepted. Prospective bidders are responsible for monitoring SAM.gov to respond to the solicitation and any amendments or other information regarding this acquisition. Prospective bidders are required to be registered in SAM when submitting an offer and shall continue to be registered until time of award, during performance, and through final payment of any contract.
