The U.S. Army Corps of Engineers (USACE) Norfolk District (NAO) intends to issue an Invitation for Bid (IFB) acquisition for the renovation of Building 210 Welcome Center at DSCR Richmond, VA. This procurement will be conducted in accordance with FAR Part 14, Invitation for Bid (IFB). The Government intends to award a firm-fixed-price (FFP) contract. The requirement will be solicited as a 100% small business set-aside. The applicable NAICS code is 236210, Industrial Building Construction, with a Business Standard of $39.5M and Product Service Code of Z2EZ – Repair or Alteration of Other Industrial Buildings. In accordance with FARS 36.204(F) Disclosure of the magnitude of construction projects, the magnitude of construction is between $1,000,000 and $5,000,000 million. Project Description: Provide labor, material, and equipment to perform the following: USACE NAO is seeking a small business capable of renovating Building 210 Welcome Center to provide adequate and efficiently configured facilities to ensure safe and secure screening and badging of individuals attempting to enter the installation. Adequate and efficiently configured facilities at the Pass Office within Building 210 are required to ensure safe and secure screening and badging of individuals attempting to enter the installation. Sufficient lobby space is required to ensure fluent passage of individuals requesting badging as well as adequate workspace for the employees working within the office. A multipurpose room is required to provide a briefing area for media (approximately 10 individuals) in the event of an emergency without having the media enter the installation. The Army Standard for Access Control Points (ACP) includes requirements for Visitor Control Centers (VCC) which allows for 2,720 SF of gross area for four processor layouts. Options may be included The IFB and accompanying documents will be issued electronically and will be uploaded to SAM.gov on or about 27 December 2021. This Sources Sought Notice is for informational purposes only to determine the interest, and availability, of potential qualified contractors. The Government will not reimburse respondents for any cost incurred in preparation of a response to this notice. Project Description: The Norfolk District, Corps of Engineers is conducting Market Research to identify potential Sources for the Renovate Welcome Center project at Defense Supply Center, Richmond (DSCR), Chesterfield County Richmond, Virginia. Project will renovate the Pass Office within Building 210. Work includes kiosk services, a multipurpose group check-in and media room, enlarged lobby, repaired vestibule, workspaces, an enlarged private workstation area, break room, latrines, a private office and a Provost marshal/military police office. Work also includes conversion of a portion of the mailroom into pass office area with a one story, fire-separated extension into the existing mailroom. Replace existing casework and workstations in the Pass Office. Replace lighting with LED fixtures, to include occupancy/vacancy sensors. The fire protection and alarm systems shall be replaced and reconfigured to accommodate the new layout. Telecommunications systems will be repaired and reconfigured to meet the new layout and meet base standards. The anticipated Period of Performance is 365 calendar days. The Contracting Officer has classified this requirement as Industrial Building Construction, North American Industry Classification System (NAICS) code 236210. The small business size standard is $39.5 million. In accordance with FARS 32.204(F), the magnitude of construction for this project is between $1M and $5M.
