This is a combined synopsis/solicitation for Water Testing at Gathright Dam Covington, VA, reference number W91236-20-R-5018, prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This synopsis/solicitation is being issued as a Request for Proposal (RFP) using Simplified Acquisition Procedures for Certain Commercial Items, from Federal Acquisition Regulation (FAR) 13.5.) This announcement constitutes the only solicitation; proposals are being requested and an additional written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE MADE AVAILABLE. The solicitation document and incorporated provisions are those in effect through the Federal Acquisition Circular 2005-85 and DFARS Change Notice 30 Dec 2015. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The Provision 52.212-1, Instructions to Offerors- Commercial, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible Offeror whose Offer conforming to the solicitation will be most advantageous to the Government, and to the Offeror whose proposal represents the lowest Total Evaluated Price (Base plus ALL Options), and who is determined to be Responsible in accordance with FAR 9.104. The successful offeror shall accept the binding order by written acceptance of the SF 1449 prior to undertaking performance. The NACIS code is 541380 and the Small Business Standard is $16.5M. The proposed contract is 100% set aside for small business concerns. The Wage Determination(s) below are applicable to this Solicitation: Service Contract Act Wage Determination No.: 2015-4338 Rev. 13, Dated 12/23/2019 The U.S. Army Corps of Engineer Norfolk District requests response from qualified sources capable of providing: Water Sampling Services (see attached statement of work for additional information), with a period of performance of a base year with four (4) option periods; Delivery Location is Route 605 Coles Mountain Rd, Covington, VA. This Solicitation will result in a Firm Fixed Price contract. The proposed contract contains provisions for a One (1) year Base Period with four (4) – 1 year Option Periods, and the contract is anticipated to start 1 May 2020. Unless otherwise specified in the proposed contract resulting from this solicitation, the Government is responsible for the performance of all inspection requirements and quality control. Inspection and Acceptance shall be at destination by the Government.
