Technical questions should be submitted via email NLT 2:00PM on 28 April 2020, Government will be holding a site visit on 24 April 2020 at 9:00AM (visitors shall wear cloth masks to minimize exposure risk). This is a combined synopsis/solicitation for commercial services, reference number W91236-20-R-5016, prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This synopsis/solicitation is being issued as a Request for Proposal (RFP) using Simplified Acquisition Procedures for Certain Commercial Items, from Federal Acquisition Regulation (FAR) 13.5.) This announcement constitutes the only solicitation; proposals are being requested and an additional written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE MADE AVAILABLE. The solicitation document and incorporated provisions are those in effect through the Federal Acquisition Circular 2005-85 and DFARS Change Notice 30 Dec 2015. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The Provision 52.212-1, Instructions to Offerors- Commercial, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible Offeror whose Offer conforming to the solicitation will be most advantageous to the Government, and to the Offeror whose proposal represents the lowest Total Evaluated Price (Base plus ALL Options), and who is determined to be Responsible in accordance with FAR 9.104. The successful offeror shall accept the binding order by written acceptance of the SF 1449 prior to undertaking performance. The NACIS code is 811310 and the Small Business Standard is $8.0M. The proposed contract is 100% set aside for small business concerns. The Wage Determination(s) below are applicable to this Solicitation: Service Contract Act Wage Determination No.: 2015-4341 Rev. 13, Dated 12/23/2019 The U.S. Army Corps of Engineer Norfolk District requests response from qualified sources capable of providing repairs to the Tadano Mantis Model 8010 hydraulic crane boom on the ND-6 Crane Barge (see attached statement of work for additional information). Begin performance within 15 calendar days and complete all work within 45 calendar days of receipt of Notice-to-Proceed (NTP); Delivery Location is Chesapeake, VA, 23320. This Solicitation will result in a Firm Fixed Price contract. The contract is anticipated to start 20 May 2020. Unless otherwise specified in the proposed contract resulting from this solicitation, the Government is responsible for the performance of all inspection requirements and quality control. Inspection and Acceptance shall be at destination by the Government.

The Norfolk District, Army Corps of Engineers is anticipating a future procurement for a Firm Fixed Price, Service contract, for Repairs to ND-6 Crane Barge, Chesapeake Virginia. Description of Work: The Norfolk District Corps of Engineers is seeking eligible small business firms capable of repairing the Tadano Mantis Model 8010 hydraulic crane boom on the ND-6 Crane Barge. Required repairs include removing the boom from the crane and transporting it to contractor’s facility, disassembling the boom sections, repair/replace boom extend and retract cables, sheaves and hardware and reassembling boom. Upon completion of repairs, contractor will perform crane inspection per 29 CFR 1919 and provide OSHA Form 71 certificate. Construction Time: Begin performance within 15 calendar days and complete all work within 45 calendar days of receipt of Notice-to-Proceed (NTP). There are no restrictions for this project so the contractor is expected to plan their work accordingly. Sources are sought for all interested firms with a NAICS code of 811310 with a small business size standard of $8.0 Million.
