This is NOT a solicitation. Do NOT submit proposals or questions in response to this notice. THIS PRE-SOLICITATION IS BEING ADVERTISED AS A DESIGN-BID-BUILD, FIRM-FIXED-PRICE CONTRACT. This will be a 100% Small Business Set Aside using FAR Part 14 Sealed Bids (Invitation for Bids IFB) using Definitive Responsibility Criteria (DRC) competitive procurement. The NAICS Code is 236220, Commercial and Institutional Building Construction with a Size Standard of $39.5M. The USACE Norfolk District, 803 Front Street, Norfolk, VA 23510 intends to award a single firm-fixed-price contract. This project is located at the Defense Supply Center (DSCR), Richmond VA The period of performance for the basic contract is 450 days after notice to proceed. This project will be awarded as a firm-fixed-price contract. The magnitude of construction cost is between $5 000,000.00 and $10,000,000.00. This contract will require a Payment and Performance Bond pursuant to Federal Acquisition Regulation (FAR) 52.228-15 through an approved surety under the United States Treasury Department Circular 570. Based on the feasibility of a contractor to furnish a Payment and Performance Bond, offerors may provide a 10% Performance Guarantee in lieu of a Payment and Performance Bond. This effort will require the services of a construction firm capable of managing the renovation of Building 32, Bays F-G for the relocation of the existing Fitness Center from Building 33. The functional space areas include offices, a wellness center, racquetball courts, fitness module, gymnasium with (NCAA) regulation basketball court and bleacher style spectator seating (retracting preferred), his and hers locker rooms including lockers, showers, toilets, steam room, and sauna, large-group exercise and aerobics/spinning, storage and utility rooms. IMPORTANT NOTICE: The contractor is responsible for identifying and obtaining permits, licenses, etc. required by current laws and regulations. All interested offerors must be registered in the System of Award Management (SAM). Register via the SAM Internet site at http://www.sam.gov or by contacting the DoD Electronic Commerce Information Center at 1-888-227-2423. Be advised that failure to register in the SAM database at the time of Bid Opening makes an offeror ineligible for award of DoD contracts. Offerors submitting bids will not be compensated for any expenses incurred in the preparation of their proposal. Options are included in this requirement. This notice does not constitute a request for bids. The solicitation will be issued on approximately 09 April 2020. The receipt date of proposals is approximately 07 May 2020.
