W91236-20-B-0015: THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY THIS PRE-SOLICITATION IS BEING ADVERTISED AS A DESIGN-BID-BUILD, FIRM-FIXED-PRICE CONTRACT. This will be a Large Business/ Unrestricted competitive procurement. The NAICS Code is 236220, Commercial and Institutional Building Construction with a Size Standard of $39.5M. The USACE Norfolk District, 803 Front Street, Norfolk, VA 23510 intends to award a single firm-fixed-price contract. This project is located at the Fort Eustis, Virginia The period of performance for the basic contract is 730 days after notice to proceed. This project will be awarded as a firm-fixed-price contract. The statuatory cost limitation in accordance with FAR 36.205 is $49,565 for CLINS 0001 through 0006. This contract will require a Payment and Performance Bond pursuant to Federal Acquisition Regulation (FAR) 52.228-15 through an approved surety under the United States Treasury Department Circular 570. Based on the feasibility of a contractor to furnish a Payment and Performance Bond, bidder may provide a 10% Performance Guarantee in lieu of a Payment and Performance Bond. This project will construct a 139,500 square foot, Four-story Barracks Building with provisions to include: special foundation, fire protection and alarm systems and Energy Monitoring Control Systems (EMCS) connection. Sustainability and energy enhancement measures are included. Supporting facilities include site development, utilities and connections, lighting, paving, parking, walks, curbs and gutters, storm drainage, information systems, landscaping and signage, and site improvements. Heating and air conditioning will be provided by self-contained systems. Measures in accordance with the Department of Defense (DoD) Minimum Antiterrorism for Buildings standards will be provided. The project will provide a building that will be safe to personnel, protect mission critical assets and comply with current design criteria and all applicable codes IMPORTANT NOTICE: The contractor is responsible for identifying and obtaining permits, licenses, etc. required by current laws and regulations. All interested bidders must be registered in the System of Award Management (SAM). Register via the SAM Internet site at http://www.sam.gov or by contacting the DoD Electronic Commerce Information Center at 1-888-227- 2423. Be advised that failure to register in the SAM database makes a bidders ineligible for award of DoD contracts. The Government will award a single firm-fixed-price contract resulting from the solicitation to the responsible bidders whose proposal conforming to the solicitation. This IFB with DRC in accordance with FAR Part 14. Bidders submitting proposals will not be compensated for any expenses incurred in the preparation of their proposal. Options are included in this requirement. This notice does not constitute a request for proposal. The solicitation will be issued on approximately 4 June 2020. The receipt date of proposals is approximately 6 July 2019. The solicitation will be available in electronic format only. The Request for Proposal will be made available via the www.sam.gov. All prospective bidders should download all pertinent documents from the website. Notification of any changes to this solicitation (amendments) will only be made on this website.
