This is a combined synopsis/solicitation for Gathright Dam Air Conditioning Maintenance Service, reference solicitation number W91236-19-R-0035, prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This synopsis/solicitation is being issued as a Request for Proposals (RFP) using FAR Part 1, Acquisition of Commercial Items in conjunction with Simplified Acquisition Procedures as authorized by FAR 13. This announcement constitutes the only solicitation; proposals are being requested in response to this combined solicitation synopsis. The successful offeror shall accept the binding order by written acceptance of the SF33 to be issued at award, prior to undertaking performance. This RFQ is issued as a 100% set-aside for small business concerns. The NAICS code is 238220, and the small business size standard is 15 million dollars. WD No.: 2015-4338 Revision No: 11 Date Revised 07/16/2019 Location: Gathright Dam, 605 Coles Mountain Road, Covington, VA 24426 Description: The U.S. Army Corps of Engineer Norfolk District requests responses from qualified sources capable of providing maintenance of the Heating and Air Conditioning (HVAC) Systems at Gathright Dam, Covington, VA. The service contract has the period of performance of a base year with four (4) additional options periods. Equipment at the facility includes: Trane Split System Condensing Units, Trane Split System Air Handling Units, Cook Exhaust Fan, Burnham Hot Water Heater, Oscarair Dehumidifier, pump, Trane Packaged Term unit, Trane Digital Programmable Control, and Unit Heaters. The contractor will be responsible for the servicing, maintenance, and the operational status of the HVAC systems. Services include annual maintenance, routine maintenance, possible repairs, and servicing of equipment onsite. A maintenance task summary is listed below. Unless otherwise specified in the proposed contract resulting from this solicitation, the Government is responsible for the performance of all inspection requirements and quality control. Inspection and Acceptance shall be at destination by the Government. This solicitation will result in a firm fixed price contract. This contract will have a performance period from 1 Oct 2019 through Nov 30, 2020, base year, plus four option years. Proposal Submission Requirements When submitting pricing for consideration, please provide a breakdown of prices in sufficient detail for the Government to determine if your proposal is fair and reasonable for the Purchase Order. Failure to address any of these areas of this RFP or Bid Schedule may result in an "unacceptable" rating and disqualification for award. Prospective contractors MUST be registered in the DOD System for Award Management (SAM) database in order to obtain access to FedBizOps. It is incumbent upon vendors to monitor FEDBIZOPPS for the release of the solicitation, specification, drawings, and all subsequent amendments. SAM Registration must also be ACTIVE and current to be eligible for contract award.
