The Norfolk District is conducting Market Research to identify potential sources for construction of the facility identified below. All capable qualified and interested sources are encouraged to reply to this notice. Holston Army Ammunition Plant (HSAAP) is a Government-Owned, Contractor-Operated (GOCO) explosives production facility located in Kingsport, TN. The facility generates an Ammonium Nitrate Solution (ANSol) by product stream from its explosives production operations. Since the mid-90s, ANSol from HSAAP has been recycled for reuse as a product in mining industry applications. However, this outlet has become unreliable in recent years. When HSAAP is unable to recycle ANSol for reuse by the mining industry, the ANSol is sent off-site for disposal through a permitted commercial disposal facility as a hazardous waste. The current method of disposal has a quantity limitation that will be reached in the next few years as explosives production increases at HSAAP. An on-site process technology for the treatment and/or destruction of ANSol in a safe and environmentally responsible manner is deemed critical to process operations. This effort supports the modernization initiative to expand annual production capacity of Royal Demolition Explosive (RDX) at HSAAP. USACE is seeking Design-Build Construction contractors with current and relevant experience, personnel, and capability to perform the Design and Construction of a permanent on-site facility capable of performing thermal destruction of the ANSol byproduct stream produced at HSAAP. The project will be constructed at Holston Army Ammunition Plant in Kingsport, TN. The proposed contract period of performance (PoP) will be for 1,640 calendar days which includes design, permitting, and construction. The Design-Build contractor shall develop a full design, obtain required permits, and construct a complete and usable facility.
