Enhanced use lease for commercial data centers

The Department of the Army seeks proposals to lease land for commercial data center development under 50-year Enhanced Use Leases at Fort Hood, Fort Bragg, Fort Bliss, and/or Dugway Proving Ground. The selected offeror(s) will be fully responsible for financing, designing, building, operating, and eventually decommissioning the data center(s) without any financial commitment from the Army. Consideration for the lease must be in-kind, cash, or a combination, with a value not less than the fair market value as determined by an Army appraisal. The Army may award multiple leases and considers the primary objective to be maximizing financial return from leasing this non-excess land. Offerors may propose projects for all or part of the available land at one or more of the specified installations.

The Department of the Army seeks to lease land at Fort Hood, Fort Bragg, Fort Bliss, and/or Dugway Proving Ground for the development of commercial data centers under a 50-year Enhanced Use Lease agreement. The selected lessee will be fully responsible for financing, designing, building, operating, maintaining, and eventually decommissioning the data center project without any financial commitment from the Army. Consideration for the lease must be in-kind, cash, or a combination, with a value not less than the fair market value as determined by an Army appraisal. The Army may award one or more leases and may consider an option to renew the initial 50-year term. The project must be viable independently and must not conflict with the ongoing missions of the military installations.
