This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W911YU-24-Q-0011. This solicitation is issued as a Request for Quotation (RFQ.) The solicitation document and incorporated provisions/clauses are those in effect through the Federal Acquisition Circular (FAC) 2024-03 (23 February 2024) and Defense Federal Acquisition Regulation Supplement Change 15 February 2024. The Guam Army National Guard (GUARNG) 94th Civil Support Team (CST) requires professional and technical support services needed to coordinate, execute, and evaluate a full scale, tiered response, Pacific based, weapons of mass destruction training exercise. The Contractor shall provide the services set forth in the Performance Work Statement (PWS.) GUARNG's 94th CST is one of three (3), Pacific based CSTs that serve as National Guard Bureau’s highly specialized teams in the event of a chemical, biological, radiological, and/or nuclear real world emergency. In order to promote proficiency and joint interoperability, CSTs across the Pacific host and take part in small and large scale real world training scenarios. A Small Business, Competitive, single Firm Fixed Price (FFP), contract is anticipated to be awarded to the business concern through the procedures of FAR subsection 16.202 Firm-fixed-price contracts. The quotations shall be evaluated on the basis of Lowest Price Technically Acceptable (LPTA). The North American Industrial Classification System (NAICS) code for this procurement is NAICS 541990 Professional, Scientific and Technical Services, Size Standard $19,500,000 MIL. Responders should include all documents and information requested submitted in accordance with the instructions herein. Quotations shall be submitted prior to the closing date and time of Wednesday, 10 April 2024 at 3:00 PM ChST.
