This requirement is being solicited as SMALL BUSINESS SET-ASIDE under NAICS code 621910, Ambulance Services, which has a small business size standard of $20 million. For vendor’s quotes to be considered, you must be registered in SAM.GOV under this NAICS code or very similar NAICS code, and must also demonstrate your company’s capability to provide role player support in accordance with the attached Performance Work Statement (PWS). SET-ASIDE / FAR REGULATION: ***This requirement is being solicited as a SMALL BUSINESS SET-ASIDE *** Contract Type / Evaluation Criteria: The contract type for this procurement will be a firm-fixed price contract for medical support during the UTARNG HRF CTE planned for 6 – 8 May 2023. Award will be based on an all or none basis using best value trade-off evaluation criteria. This award may also be combined with the award resulting from solicitation W911YP23R0003, providing it is in the government’s best interest and if the vendor meets all business size standards for set-aside that may apply; however, a separate proposal must be submitted for both requirements. Proposals must first be technically acceptable in meeting all the specifications outlined in the attached PWS. Recent past performance experience relating to role player support will be used to further demonstrate capability in meeting the PWS. Relevancy and currency will be considered for past performance; the government’s intent is to ensure there is past performance and that it is acceptable. If a contractor has no relevant past performance, the contractor will be rated neutral and not have that count against them. Past performance is intended to further strengthen the contractors’ capabilities. For best value trade-off, the quote determined to provide best value is one that best demonstrates the ability to meet all the technical aspects outlined in this solicitation and the PWS, further supported by recent and relevant past performance. Price will be the next consideration and will be weighted slightly less than meeting technical requirements. In considering best value trade-off, the government reserves the right to award to other than lowest price. Best value trade-off will be used in accordance with FAR 13.106-1(a)(2). SAM REGISTRATION: All offerors must have an active registration in System for Award Management (SAM) at time of award in order to be eligible for contract award. All offerors responding to this solicitation must meet all standards required to conduct business with the government, including active registration in SAM and WAWF/iRAPT, and be in good standing. All qualified responses will be considered by the government. In addition to providing pricing each quote must include vendor's CAGE code and Unique Entity Identification Number (UEIN) number, federal tax number, and must include point of contact information. IAW FAR 52.212-1(k), prospective awardees shall be registered and active in the System for Award Management (SAM) prior to award and be in good standing. Introduction: This is a source sought notice to determine the viability and technical capability of small business (to include all subsets) to provide real world medical support for the Utah Army National Guard HRF CTE exercise to be conducted in and around Camp Williams Utah in Bluffdale Utah. The HRF CTE exercise will be conducted 6 - 8 May 2023. The United States Property and Fiscal Office (USPFO) Purchasing and Contracting office for Utah is seeking source to provide real world medical support / transportation for the UTARNG HRF CTE conducted 6 - 8 May 2023. Note, this is for real world support, not a simulation as part of the HRF CTE exercise, and must conform to the attached Performance Work Statement (PWS). The HRF CTE exercise will be conducted at Camp Williams Utah. Responses from other than small businesses are not requested and will not be helpful for determining the viability of a small business set-aside. The intent is to award a firm-fixed price (FFP) commercial purchase for this procurement once the full combined synopsis/solicitation has been published. To assist the USPFO-UT P&C office in making a determination regarding the level or participation by small business in any subsequent procrement that may result from this sources sought, you are also encouraged to provide information regaring your plans to use joint venturing or partnering to meet his requirement. In order to make a determination for the viability of a small business set-aside two or more qualfiifed and capable small business concerns must submit responses that demonstrate their qualifications.
