REDWOOD RD BLUFFDALE UT 84065 SUBJECT: Maple Resolve COVID 19 PCR Testing Services RESPONSE DUE DATE: 1200PM MST 21 FEB 2021 CONTRACTING POC: Timothy Papa Email: timothy.a.papa.civ@army.mil Phone: 8014324246 INTRODUCTION: The Utah Army National Guard is conducting this SOURCES SOUGHT notice to help determine the availability and technical capabilities of small businesses in the marketplace (to include the following subsets, Small Disadvantaged Businesses (SDB), HubZONE, Certified 8(a), Service Disabled Veteran-Owned Small Businesses (SDVOSB), and Woman Owned Small Businesses) to provide a Virtual Platform for the Utah Army National Guard located at JFHQ Draper, Utah. If your firm is interested in this requirement, your company must be registered on www.sam.gov as a qualified small business under the NAICS code “621511-Medical Laboratories” (or very similar NAICS code) which has a Small Business Size Standard of $35 million. (https://www.sba.gov/sites/default/files/files/Size_Standards_Table.pdf). Your company must also demonstrate you have performed work on similar projects. An organization that is not registered on www.sam.gov as a small business under the applicable NAICS code (or very similar NAICS code) should not submit a response to this notice. The current intent is to award a Small Business Firm-Fixed Price (FFP) commercial competitive contract for COVID-19 PCR Testing Services. DISCLAIMER: As permitted by FAR Part 10, this SOURCES SOUGHT notice is a market research tool being utilized for informational and planning purposes only. Your responses will help assist the Government in the development of its acquisition strategy for a possible Request for Proposal (RFP), to be issued at a later date, and help determining whether any type of small business set-aside is possible for this procurement or whether full and open competitive procedures should be utilized. This is NOT a Request for Proposal (RFP) notice. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract or BPA as a result of this announcement. Any information submitted by respondents to this notice is considered voluntary. SOW: 1BN 19SF GRP (ABN) is attending Maple Resolve located in Wainwright, Canada for Annual Training 29 April 2022 to 28 May 2022. In order to cross the border whether traveling ground or air, the Canadian Government requires each individual to have completed a COVID PCR Test with a negative result, 72 hours within entering in the country. COVID PCR Testing Requirements: 1. 1st Battalion 19th Special Forces Group (Airborne) is participating in Maple Resolve at Wainwright, Canada. The convoy departs Camp Williams, Utah on 30 April 2022 and will arrive in Wainwright, Canada 3 May 2022. The main body, traveling by Military or Commercial Air; will leave and arrive on 4 May 2022. There will be approximately 149 soldiers participating in this training event who will need to have a test completed. 2. Current Canadian policy to enter into the country requires an individual to have done a COVID PCR (Polymerase Chain Reaction) test within 72 hours of crossing the Canadian border with negative test results to show proof the PCR test has been conducted. The PCR test is the only test that the Canadian government accepts to cross the border. 3. A PCR test is needed for all 149 personnel participating in Maple Resolve. An amount of approximately 34 soldiers will be on the convoy and the rest will be flying. The test for those on the convoy cannot be given any earlier than 30 April 2022, with the results back to crossing the border into Canada on 3 May 2022. 4. The location of where the tests will be conducted is based on what day the tests can be done and where the convoy will be located during that time. Being able to conduct the tests based on the day and location of where the convoy is stopping overnight will be crucial without any interruption of the convoy. 5. On 30 April 2022 the convoy will stop and stay overnight at the Idaho Falls National Guard Armory. If being tested on that day, then it would need to be conducted to those soldiers at that location on that day once they have arrived. 6. On 1 May 2022, the convoy will stop and stay overnight at Ft. Harrison, Montana. If the test will be conducted at that time, then the COVID PCR test would need to be conducted on those soldiers at Ft. Harrison, MT once the convoy has arrived. 7. The convoy anticipates crossing the Canadian border on 2 May 2022 and would require the results back before it reaches the border. 8. A 24-hour guarantee of test results back to individuals flying is crucial. Those individuals who are flying to Canada by either military or commercial air on 4 May 2022 will need those test results back before flying into Canada. The earliest the test can be conducted will be 3 May 2022 as that is the start date of orders. The test should be conducted on all soldiers flying the next day at the Aaron Butler Readiness Center, Camp Williams, UT, or at a testing site within close proximity to the Aaron Butler Readiness Center at Camp Williams, UT. 9. Will need to provide minimum lead time needed from date of award of contract the contractor is able to perform COVID PCR testing for each location. SAM REGISTRATION: All firms or individuals responding must meet all standards required to conduct business with the Government, including registration with SAM and WAWF/iRAPT, and be in good standing. All qualified responses will be considered by the Government. Each Capabilities Statement must include vendor's CAGE code, DUNS number, Federal Tax Number, and must include point of contact information. Prospective vendors may obtain information on registration at www.sam.gov. Failure to provide SAM registration may result in your company not being considered. IAW FAR 52.204-7 and DFARS 252.204-7004 Alt A, prospective vendors must be registered in the SAM database prior to award. Lack of SAM registration shall be a determining factor for award.
