ONLY QUOTES FROM SMALL BUSINESSES WILL BE ACCEPTED***** The Utah National Guard is soliciting a requirement for Live Streaming Advertising that will be filled under combined synopsis/solicitation W911YP19R0008 and is being issued for Request for Quotations (RFQ). This procurement is being solicited under NAICS code 541810, "Advertising Agencies", which has a small business size standard of $15,000,000.00 (www.sba.gov). This requirement will be fulfilled under one firm-fixed price contract and be filled by a single vendor. FOR VENDOR'S QUOTES TO BE CONSIDERED, YOU MUST BE REGISTERED IN SAM.GOV AS A SMALL BUSINESS UNDER THIS NAICS CODE OR VERY SIMILAR NAICS CODE. Wholesaler NAICS codes will not be accepted. STATEMENT OF WORK Introduction/Background The Utah National Guard's primary recruiting target demographic are college bound high school athletes, specifically juniors and seniors. The recruiting and retention battalion (RRB) needs a way to effectively market these athletes. We would like to reach these athletes through live stream preps sports coverage currently broadcast on the internet. Scope of Work RRB would like to increase Utah Army National Guard brand awareness through High School live stream sporting events and weekly videos by partnering with an established High School streaming enterprise. The end state is increased recruiter leads from the calls to action seen on the live streams and videos. Our targeted sporting events include but are not limited to: • Fall Sports: Football, Girls Soccer, Volleyball • Winter Sports: Boys Basketball, Girls Basketball • Spring Sports: Boys Soccer, Softball, Baseball The company would need to provide an average viewership of 50,000 viewers per month in the primary HS sports months of August through May. Period of Performance Utah Army National Guard advertising will begin 1 April 2019 with the spring HS sports; Boys Baseball, Girls Softball, and Boys Soccer coverage and continue through 14 March 2020 covering the featured sporting events included in the scope of work. Work Requirements 1. Company must provide sport preview shows with advertising opportunities 2. Live stream minimum of two Utah High School games PER SPORT each week (total 6 games per week) from August through April when games from the targeted sports are available with additional Utah HS games during state tournaments (SEE SCHEDULE BELOW). a. Provide a minimum of Four Live Reads (to be provided by UTNG) per stream with UTNG logo and call to action b. Two - thirty second commercials per game (to be provide by UTNG) c. Scoreboard with the Utah National Guard Watermark throughout the game. 3. Offer customizable mid-week streams and graphics during mid-week themed videos, i.e. Utah Army National Guard Consistent Performer, "Weekly Warrior" highlight, or "Quick Hits" highlighting rural schools. a. Provide two static graphics per mid week themed videos 4. Must be able to live stream playoff and state tournament games for each season, and state championship games. 5. Must be an established local Utah company that currently streams high school sports OR interested out-of-state media companies that can demonstrate in their proposal they can fully meet all the technical capabilities in the Statement of Work will be considered. 6. Must cover all classifications 7. This funding for this requirement can ONLY be used to fund Live Streaming. Cannot use funds for this requriement to fund any other media means. Schedule/Milestones Terms of contract will be a basic one year contract with 2 one year options dependent on funding allocation from National Guard Bureau. 28 March 2019: UTARNG will provide all graphics, live reads, and aid in design of commercials and themed videos. 1 April 2019: Company will have scoreboard watermark, four live reads, and thirty second commercials prepared. 15 April 2019: Utah National Guard Consistent Performer or Weekly Warrior themed mid-week video launched. Fall Sports August -November Live Stream Media (2 Each Week for Football, Girls Soccer, Volleyball = total 6 games per week): • Four (4) Live reads per game stream with graphic • Two (2) :30 second commercials per game • Scoreboard Watermark Throughout Game • Utah National Guard Consistent Performer or Weekly Warrior themed mid-week video • Two (2) static graphics on current mid-week videos in addition to UTARNG Spotlights • Video one patriotic game per sport in the 6A/5A classification identified with the UTARNG. Team with the most red, white, and blue fans at the game, SASVAB participation, and veterans at the school wins a patriotic flag provided by the UTARNG. UTARNG to provide the Color Guard for the game. Company to provide live stream of the events and award presentation. Winter Sports November - March • Live Stream Media (3 Each Week for Boys Basketball, Girls Basketball = total 6 games per week): • Four (4) Live reads per stream with graphic • Utah National Guard Consistent Performer, consistent selected by company sponsored by theUTARNG • Two (2) :30 second commercials per game • Scoreboard Watermark Throughout Game • Utah National Guard Consistent Performer or Weekly Warrior themed mid-week video • Two (2) static graphics on current mid-week videos in addition to UTARNG Spotlights • Video one patriotic game per sport in the 6A/5A classification identified with the UTARNG. Team with the most red, white, and blue fans at the game, SASVAB participation, and veterans at the school wins a patriotic flag provided by the UTARNG. Spring Sports 10 Weeks (Baseball/Softball/Boys Soccer) Live Stream Media (2 Each Week Boys Soccer, Softball, Baseball = total of 6 games per week) • Four (4) Live reads per stream with graphic • Utah National Guard Consistent Performer or Weekly Warrior themed mid-week video • Two (2) :30 second commercials per game • Two (2) static graphics on current mid-week videos in addition to UTARNG Spotlights • Video one patriotic game per sport in the 6A/5A classification identified with the UTARNG. Team with the most red, white, and blue fans at the game, SASVAB participation, and veterans at the school wins a patriotic flag provided by the UTARNG. UTARNG to provide the Color Guard for the game. Company to provide live stream of the events and award presentation. Acceptance Criteria UTARNG National Guard will provide the graphics and review all media prior to airing. Mid week themed videos "Consistent Performer" or "Weekly Warrior" spotlights will be approved the day prior to airing by the RRB marketing NCO or his representative. Both UTARNG and media company will agree on remote video sites. Media company needs to assist in the development and filming of 30 second media spots. UTARNG will provide live read messages. Other Requirements Company needs to be willing to provide mid-week live stream videos (Weekly Warrior/ Consistent Performers) from military installations with military equipment in the background, i.e. Camp Williams, 211th Aviation hangars, etc. UTARNG will need quarterly reports ensuring the 50,000 average monthly viewership is reached. Company proposals will provide demo videos and samples of past live stream coverage for quality as well as past viewership performance. Promote UTARNG Social Media and Lead Generating APP. CONTRACT TYPE/EVALUATION FACTORS: The contract type for this procurement will be firm-fixed price and award evaluation criteria will be based on Lowest Price Technically Acceptable (LPTA). An LPTA quote is one that meets all the technical aspects while being the lowest price quote, IAW FAR 15.101-2. For quotes to be technically acceptable they must demonstrate they can fulfill all the requirements stated in the Statement of Work. SAM REGISTRATION: All firms or individuals responding must meet all standards required to conduct business with the Government, including registration with SAM and WAWF/iRAPT, and be in good standing. All qualified responses will be considered by the Government. In addition to providing pricing each quote must include vendor's CAGE/DUNS number, Federal Tax Number, and must include point of contact information. Offers may obtain information on registration at www.sam.gov . Failure to provide SAM registration may result in your quote being disqualified from consideration. IAW FAR 52.204-7 and DFARS 252.204-7004 Alt A, prospective vendors must be registered in the SAM database prior to award. Lack of SAM registration shall be a determining factor for award.
