The U.S. Army Corps of Engineers (USACE) Detroit District is seeking contractors with the capability to provide construction services for St. Joseph outer Harbor and Holland outer Harbor Maintenance Dredging. The project requirements includes: Mobilize dredge to both St. Joseph Outer Harbor, located in Berrien County, MI and Holland Outer Harbor, located in Ottawa County, MI. St. Joseph Outer Dredge will take place within the stationing: -25+00 to -14+00. Nearshore Placement the in the 8’-12’ contour. Holland Outer Dredge will take place within the stationing: -14+00 to -8+50. Nearshore Placement the in the 8’-12’ contour. Demobilize when dredging work at both harbors is completed. NO SOLICITATION, SPECIFICATION, OR DRAWINGS are available for this Notice. The Government intends to solicit this opportunity as an invitation for Bid (IFB). The IFB is intended to be issued as a 100% Small Business Set-Aside, and the Government intends to award to the lowest priced bid that is determined to be responsible. The North American Industrial Classification System (NAICS) code for this work is 237990, Other Heavy and Civil Engineering Construction, which has a small business size standard of $37.0 million in average annual receipts with the Dredging and Surface Cleanup Activities exception. GENERAL INFORMATION: The Government intends to issue a Firm-Fixed Price (FFP) Construction Contract. Anticipated Bid Due Date: December 2025. The estimated date for completion of work is June 2026. The estimated magnitude of construction is between $500,000 and $1,000,000. Product Services Code is Y1KF - Construction Dredging Facilities. The solicitation package materials, documents, drawing, specification and attachments to the anticipated solicitation will be available only electronically and via the System for Award Management (SAM). Contractor can access SAM free of charge at www.sam.gov. The solicitation posted on SAM.gov. will include a link to all solicitation documents which be stored in the Solicitation Module of the Procurement Integrated Enterprise Environment (PIEE) system. Contractors may register for PIEE free of charge at https://piee.eb.mil/.In order for interested contractor to conduct business with the Federal Government, contractors must be registered in PIEE prior to the bid due date and SAM.gov. prior to any award. Hard copy documents will NOT be supplied by the Government to any interested parties as a result of the Pre-Solicitation Notice or the upcoming Solicitation.
