The U.S. Army Corps of Engineers, Detroit District intends to issue a Request for Proposal to award a single firm fixed-price construction contract to Replacement of 15Kv Switchgear for the Soo Locks. This procurement will be evaluated utilizing FAR Part 15 and FAR Part 16. The solicitation will be issued under W911XK-23-R-0003. The medium voltage switchgear in the Main Powerhouse is original equipment and is causing increased reliability and operational risks due to obsolete parts and age. This project is for the replacement of the complete medium voltage switchgear system which includes cabling, all generator instrumentation transformers, benchboard modifications including new metering, control switches, and internal wiring, revisions to existing protective relaying settings as required, surge arrestors, interface wiring for alarm, communication, and control. This project also replaces asbestos cable tray with new cable tray. This project will increase the reliability of the power distribution with the replacement of outdated obsolete equipment. The following information is provided: In accordance with FAR 36.204 the magnitude of construction is between $1 million and $5 million. The project will be solicited as Full and Open North American Industrial Classification System (NAICS) is 238210 Electrical Contractors and Other Wiring Installation Contractors. The size standard for this NAICS is $19 million. Solicitation will be posted approximately on or about 19 June 2023. The solicitation package materials, documents, drawings, specifications, and attachments will be available only electronically via https://piee.eb.mil/xhtml/unauth/home/login.xhtml and www.sam.gov. Hard copy documents will not be supplied by the Government to any interested parties as a result of this solicitation. Please note that the Government will not be maintaining a bidders list during the solicitation period. However, vendors are strongly encouraged to review the “Interested Vendors List” tab found on sam.gov for this solicitation. In order for interested contractors to conduct business with the Federal Government, contractors must be registered in the System for Award Management (SAM) prior to submission of bid.
