The Amendment and the updated documents may be found in PIEE. ***** The Saginaw Bay Confined Disposal Facility trestle and offload platform are currently in a state of failure and must be replaced with an adequate structure for future use during dredging operations. Engineers from the United States Army Corps of Engineers (USACE), Detroit District (LRE), Design Branch have designed a replacement structure to be constructed in the same location as the existing structure. The contractor for the project will be required to mobilize to the site; demolish the existing structure in its entirety, including the existing driven piles to the pile tip depth; dispose of all materials and debris associated with the existing structure; produce and provide as-built drawings for new structure; drive piles for new structure with a level of accuracy that allows the designed bolted connections to be properly aligned and connected, without any need for field alterations to address pile misalignment; construct new structure safely and efficiently to result in a structure which performs as intended by design engineers; demobilize from site. The U.S. Army Corps of Engineers Detroit District intends to issue an Invitation for Bid to Award a single firm fixed-price construction contract for the removal and replacement of the Trestle G and its correlated offloading platform located at the Saginaw Bay Confined Disposal Facility (Saginaw CDF). The replaced trestle and offloading platform is intended to be used for future dredge material offloading operations. Work under this firm fixed-price construction contract is anticipated to include the following tasks: • Mobilize to the Saginaw CDF; • Demolish the existing trestle and offloading platform at the Saginaw CDF in its entirety, including the existing driven piles to pile tip depth; • Dispose of all materials and debris associated with the existing structure; • Produce and provide as-built drawings for the new replacement structure; • Drive piles for the new replacement structure with a level of accuracy that allows the designed bolted connections to be properly aligned and connected, without any need for field alterations to address pile misalignment; • Construct the new replacement structure safely and efficiently resulting in a structure which performs as intended by design engineers; and • Demobilize from the site when all work is complete. The Saginaw River Confined Disposal Facility (CDF) is in Saginaw Bay, Lake Huron, adjacent to the Federal Navigation Project, about two miles from the mouth of the Saginaw River. The diked area encompasses Channel and Shelter Islands which were previously formed from maintenance dredging and deepening material which was removed from the adjoining Federal Navigation Project. Trestle G and the associated Offload platform are located on the West side of the CDF. There is a need to have proven experience with placing H-Piles from a barge, in wet conditions with accurate precision. The estimated magnitude of construction is between $1,000,000 and $5,000,000. This project This project is set aside for 100% for the HUBZone Small Business Program. The North American Industrial Classification System (NAICS) code is 237990 Construction of Dredging Facilities, with a size standard of $39.5 Million in average annual receipts. The bid opening date is scheduled for on-or about 12 October 2022. Actual dates and times will be identified in the solicitation.
