In response to the Request for Information (RFI), this amendment is issued to make the changes to the plans and specifications as outlined on section SF 30 block 14 continuation page. This amendment is to provide the responses to RFIs received from 03 December 2020 to 08 December 2020. ***This update on 03 December 2020 is to issue Amendment 0001. In response to the Request for Information (RFI), this amendment is issued to make the changes to the plans and specifications as outlined on section SF 30 block 14 continuation page. This amendment is to provide the responses to the RFIs. The proposal due date is extended to 21 December 2020 at 2:00 P.M. Eastern Time. Additionally, informal site visits can be scheduled on an individual basis with the Point of Contact indicated in FAR 52.236-27, Site Visit, of the solicitation. Site visits may be scheduled between the issuance of this amendment and 15 December 2020 on a regular business day between the hours of 0700 and 1530 Eastern Time. The Request for Information period to submit additional questions will be extended to 08 December 2020 at 1700 Eastern Time. Any questions received after this stated date and time will NOT be answered. Reference the following pages for answers to questions received as of 24 November 2020. Reference the "Submission of Proposals" section of the solicitation for detailed instructions on using DoD SAFE. ***This update on 20 November 2020 is to attach the site visit roster for site visits conducted on 18 November 2020*** This project is to provide construction services for replacing the medium voltage switchgears at the New Power Plant in Sault Sainte Marie, MI. The hydroelectric generating facilities at the Soo consist of two powerhouses with a total installed capacity of 18.4 megawatts (MW), rated at a flow of 12,700 cfs. The New Power Plant, located at the foot of the rapids, has three generating units each of 4.8 MW capacity installed in 1951-52 and one generating unit of 2.0 MW capacity installed in 1954. The hydroelectric plant provides power to the local community and plant shutdowns will be limited or phased to reduce impact to the community. The medium voltage switchgear in the New Power Plant is original equipment with increasing reliability and operational risks due to obsolete parts and age. This project replaces the existing 5 kV switchgear and dry type transformer, both located in the New Power Plant. The complete medium voltage switchgear system includes cabling, generator transformers, benchboard modifications including new metering, control switches and internal wiring, new protective relaying for new feeders as required, revisions to existing protective relaying settings as required, surge arrestors, interface wiring for alarm, communication, and controls. This project will increase the reliability of the power distribution with the replacement of outdated obsolete equipment. The New Power Plant is remotely located north of the Soo Locks and is waterbound. As land access does not exist, all mobilization of materials and equipment must be via floating plant provided by the Government or contractor. See specifications for restrictions on Government provided Over-Water Transport. This is a Full and Open procurement. In accordance with Federal Acquisition Regulation 19.1307, this project requires the HUBZone 10% price evaluation. The estimated cost of construction is between $1,000,000 and $5,000,000. The North American Industrial Classification System (NAICS) code is 238210 Electrical Contractors and Other Wiring Installation Contractors, which has a size standard of $16.5 Million in average annual receipts. Due to social distancing guidelines of COVID-19, site visits will be conducted on an individual basis. Informal site visits can be scheduled with with the POC indicated in FAR Clause 52.236-27, Site Visit, and may occur on a regular business day between the hours of 0700 and 1530 Eastern Time up to 15 December 2020. Per FAR Clause 52.236-1, The Contractor shall perform on the site, and with its own organization, work equivalent to at least twenty-five (25%) percent of the total amount of work to be performed under the contract. Please note that the Government will not be maintaining a list of interested vendors during the solicitation period. In order for interested contractors to conduct business with the Federal Government, contractors must be registered in the System for Award Management (SAM) prior to submission of proposals.
