Synopsis: PURPOSE: The Detroit District U.S. Army Corps of Engineers (USACE) intends to issue an Invitation for Bid (IFB) solicitation for a firm fixed price construction contract to accomplish the following work at Sault Sainte Marie, MI 49783. The contractor will be required to provide all labor, equipment, and additional materials necessary for the removal and replacement of approximately 1,200 lineal feet of 15kV 500 kcmil Compact Sector, Paper Insulated Lead Covered (PILC) low pressure nitrogen filled cable. The cable is located between Manhole 13 and the Magazine Street Substation in an underground duct bank. A replacement cable shall be installed in the existing duct back and shall be rated 15kV URD and be of 500 kcmil copper. Splice kits shall be provided to connect the existing cable to the newly installed cable. Cable termination and testing from the Magazine substation to the North Power Plant will be conducted. This is a Pre-solicitation Notice. This Notice is being issued for planning and informational purposes only. This notice is not a solicitation, nor is it to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice, nor will the Government accept proposals as a result of this Notice. The plans and technical specifications for this requirement will only be available upon solicitation issuance. NAICS CODE AND SBA SIZE STANDARD: The anticipated NAICS code is 238210, Electrical Contractors and Other Wiring Installation Contractors with a small business size standard of $16.5 million. TYPE OF SET-ASIDE: 100% Small Business SOLICITATION AND CONTRACT TYPE: It is anticipated that from the IFB Solicitation, the Government will award one Firm-Fixed Price Construction Contract to the company that provides the lowest priced bid who is found to be responsive and responsible. DISCLOSURE OF MAGNITUDE OF THE CONSTRUCTION PROJECT: The disclosure of magnitude range is between $100,000 and $250,000. PERIOD OF PERFORMANCE: The anticipated contract period is one hundred (100) calendar days after notice to proceed (NTP). SOLICITATION RELEASE DATE: The anticipated release date for this solicitation is on or around April 21, 2020. The technical plans and specifications will be available at the time of solicitation release. SYSTEM FOR AWARD MANAGEMENT (SAM): Offerors and quoters are required to be registered in the System for Award Management (SAM) database (www.sam.gov) at the time an offer or quotation is submitted in order to comply with the annual representations and certifications requirements.
