This is a SOURCES SOUGHT notice. The U.S. Army Corps of Engineers, Detroit District, is seeking potential firms that have the capability to provide construction services for replacement of the boiler system in the Steam Plant Building, at the Soo Locks, in Sault Ste. Marie, Michigan, hereinafter referred to as the SAO Boiler Project. The Scope of Work (SOW) is defined below: The US Army Corps of Engineers (USACE), Detroit District requires construction services for replacement of the boiler system in the Steam Plant Building, at the Soo Locks, in Sault Ste. Marie, Michigan. At 20 years old, the existing natural-gas-fired boilers are near the end of the typical service life for this type of boiler. This project replaces the existing boilers and supporting equipment while providing improvements to the system as far as efficiency and controls. Work includes demolition and removal of the existing boiler system electrical and mechanical equipment, backup propane tanks, and underground utility runs. The new boiler system consists of 3 natural-gas-package boilers, approximately 5,000,000 Btu/hr output each, a larger condensate return tank, building ventilation improvements, automatic chemical treatment, feed water heating, a new make-up water connection, and a PLC system with tie in to the existing SCADA system. Upgrades to the Steam Plant Building include replacement of the roof, fire alarm system, electrical unit heaters, lightning grounding system, lighting, and replacement/additions of the CMU and limestone façade associated with ventilation changes. Work also includes the addition of a utility tunnel and trench that connects the Steam Plant Building to the Poe lock gallery for gas, steam, and condensate piping as well as electrical and communication cable routing. This project is logistically challenging because the Steam Plant Building is located between the Poe and Davis Locks. It's anticipated that marine activities will be required for delivery and removal of construction equipment and the boilers. The anticipated start of the contract is 8 October 2019 and it has a 12 month period of performance. Contract award is estimated in late September 2019. The estimated cost of construction is between $5,000,000 and $10,000,000. The North American Industrial Classification System (NAICS) code is 236220, which has a size standard of $36,500,000 in average annual receipts. This is NOT a request for proposal. This announcement is for planning purposes only. Qualified companies are encouraged to respond. The response to this notice shall be in summary format and shall not exceed eight (8) pages, including the attached response form. In order to determine the extent of industry interest and experience in the project, interested contractors shall present the following information: 1. A completed Sources Sought Information Request Form located in this "Sources Sought" notice on www.FBO.gov. 2. If applicable, identification and verification of the company as a Small Business, HubZone, 8(a), Service Disabled Veteran Owned Business, and/or Woman Owned Small Business, subject to verification by the Small Business Administration. 3. A letter from the firm's bonding company verifying that the firm can be bonded up to the amount of this project (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars). 4. Past Experience - provide descriptions of three projects substantially complete or completed within the last five years which are similar to this project in size, scope, and dollar value. 5. A statement identifying what portion of the work would be self performed, and how it would be accomplished. Qualified companies, regardless of their size or socio-economic status, are encouraged to respond. No basis for claim against the Government shall arise as a result of a response to this sources sought or Government use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments.
