The Government seeks to understand whether service contractors: 1) Use electronic repositories for transmission, storage, and/or retrieval of data and/or files 2) Whether such repository systems or software are typically specified and provided by the customer or by the contractor 3) Whether such systems allow explanatory notes, comments, questions, approvals, or similar objects to be attached to a particular dataset or file by both customer and contractor. The Government is particularly interested in use of such systems by providers of contract security guard services. Please provide writen responces to derek.s.gibson@usace.army.mil and Lloyd.W.Smith@usace.army.mil No later the date and time posted in the General Informationof this notice. ****ORIGINAL**** The U.S. Army Corps of Engineers (USACE), Detroit District is seeking contractors to provide armed security guard and patrol services at the St Marys Falls Canal and associated areas located in Sault Sainte Marie MI in FY20. Performance bonds for other than construction are required for the estimated yearly amount of $1,000,000. It is anticipated the scope of work will require the contractor to provide sufficient qualified, able, trained personnel for complete staffing of the following positions: 1) Captain of Guards - 8 hrs per day, 0800 - 1630, Monday - Friday, excluding Federal Holidays, 52 weeks per year; 2) Shift Supervisor - 24 hrs per day, 7 days per week; 3) Guard No. 1 - 24 hrs per day, 7 days per week; 4) Guard No. 2 - 24 hrs per day, 7 days per week; 5) Guard No. 3 - 1800 - 2100, Every Wednesday June 1 - August 31; 6) Guard No. 4 - 1800 - 2100, Every Wednesday June 1st - August 31; 7) Guard No. 5 - 0600 - 1800, Monday - Friday, 52 weeks per year; 8) Guard No. 6 - 0600 - 2200, last Friday of June, July 1 and July 4; 9) Guard No. 7 - 0900 - 2200, last Friday of June, July 1 and July 4; 10) Guard No. 8 - 0600 - 1800, Monday - Friday, 52 weeks per year; 11) Project Manager; 12) Additional Guards as required for routine operation, threat response, and emergencies at the St Marys Falls Canal facility and other USACE locations within 50 miles. Guards will be required to perform duties at fixed posts and during roving patrols throughout the facility, indoors and outdoors, in all seasons and weather conditions, in close proximity to and interacting with deep water, heights, vessels, vehicles, equipment, machinery, government and contract personnel, law enforcement agencies, and the public. The contractor will be required to equip personnel with individual uniforms and individual personal protective equipment and also with tools, equipment, and weapons suitable for such conditions and pursuant to the performance of armed security guard and patrol duties. The contractor will be required to provide motor vehicle(s) and additional mobile equipment sufficient to meet required patrol frequency and response time. The contractor will be required to operate and perform routine maintenance of common site security features throughout the facility including but not limited to gates, bollards, cameras, sensors, and alarms. The North American Industrial Classification System (NAICS) code is 561612, which has a small business size standard of $20,500,000.00. This is NOT a request for proposals (RFP). This announcement is for planning purposes only. In order to determine the extent of industry interest and experience in the requirement, interested contractors shall present the following information: 1. A statement of your firm's interest in the project, including the firm's name, DUNS number, address, and contact information. 2. Any socio-economic classification(s) (e.g., large business, small business, small disadvantaged business, etc.) as they relate to NAICS code 561612. 3. A statement identifying ability to complete this requirement as stated. All qualified companies are encouraged to respond. Estimated Award date and Contract Timeline: The contract will have a Period of Performance of 1 year. The estimated award date of the contract is FY2020.
