The U.S. Army Corps of Engineers, Detroit District is issuing this Pre-Solicitation Notice to provide information for FY24 Duluth Ship Canal Shoreline Protection. This Notice is Not the request for Information for Bid (IFB); a Request for Quote (RFP) or Request for Price (RFP) at this time. The tentative date for Posting the Original Solicitation early/mid July 2024. This procurement will be offered as Invitation for Bid (IFB) unrestricted (Full and Open Competition). For a firm fixed Contract under solicitation W911XK24B0006. The North American Industrial Classification (NAISC) code is 237990, Other Heavy and Civil Engineering Construction, which has a small business side standard of $45.0 million. The magnitude of construction is between $1 million and $5 million. DESCRIPTION: The US Army Corps of Engineer (USACE) Duluth Ship Canal Shoreline Protection Project entails the construction of a shoreline protection system to continue a line of protection and pedestrian walkway from the end of the City of Duluth’s Lake walk structure and revetment to the Duluth ship canal north pier, approximately 200 linear feet total. This project consists of the construction 200 linear feet of a new reinforced concrete T-wall, 200 linear feet of stone revetment placement on the waterside of T-wall, landscape reconstruction for recreational grounds on the landside of the T-wall, concrete pavement demolition and replacement, and installation of a new storm drainage system, all on USACE property. This project will contain an option for construction of a sidewalk. The following Information is Provided: The original solicitation package will contain materials, documents, drawings, specifications, and attachments will be available only electronically via at the website: https://piee.eb.mil/xhtm/unauth/home/login.xhtm and www.sam.gov. Hard copy documents will not be supplied by the Government to any interested parties as a result of this solicitation. Please note that the Government will not be maintaining a bidders list during the solicitation period. However, vendors are strongly encouraged to review the “Interested Vendors List” tab found on sam.gov for this solicitation. In order for interested contractors to conduct business with the Federal Government, contractors must be registered in the System for Award Management (SAM) prior to submission of bid. Contractors can access SAM for free at www.sam.gov. Amendments, if/when issued will be posted to via PIEE and www.SAM/gov for electronic downloading.
